SWAYFIELD PARISH COUNCIL

Minutes of the Parish Council Meeting held on Tuesday the 29th November 2016

Members of the public present: Two. No concerns expressed.

Start of PC meeting 7.00pm

Councillors present:, Mr S Frere-cook, Mrs J Geeson,Mrs S Bradley, Mr C McKenny.

County Councillor Mr M Hill; District Councillor Mr N Robins. Mrs B J de Heveningham (Clerk).

Apologies: Mr R Green, Mr A Jackson. Apologies accepted.

1.0 Co-option of Councillor: Mr D Metcalfe was co-opted onto the Parish Council and signed the Declaration of

Acceptance of Office. The notification of Disclosable Pecuniary interests was completed and would be sent to the District Council as required. Mr Metcalfe was welcomed to the council.

2.0 Declarations of prejudicial interest in accordance with the 2011 Local Government Act. None

3.0 Minutes of the Parish Council meeting held on the 27th September 2016 were proposed as an accurate record by S Frere-Cook, seconded J Geeson and unanimously resolved.

4.0 Councillors’ and Clerk’s Reports.

4.1 Highways: The Highways ‘walk about’ had taken place on 21st October. Hedges by the footways had been trimmed and the Highways Manager notified. C McKenny reported some road flooding from heavy rainfall, but this had cleared.

4.2 Defibrillator: S Bradley reported that the defibrillator pads had been replaced at a cost of £60.91. (3 yr programme)

4.3 Recreation Area: S Frere-Cook reported that the moles had returned with a vengeance, but the mole catcher had been brought in to get rid of them. The cost of removing and continuing to monitor for mole activity would come to £90.00. This expenditure was proposed by S Bradley, seconded by J Geeson and unanimously resolved.

It had been decided that the oak bench should be left outdoors.

Councillors’ concerns about the provision of goal post and net for football practise would be addressed.

4.4 Community bus: J Geeson reported that the Community bus continued to function well. The new bus was much more comfortable than the previous one. J Geeson reported that SKDC had sent information on Farmers Markets so that dates could be co-ordinated. County Councillor Martin Hill was able to report to the Council that the bus would continue to run for another year.

Due to boundary changes Swayfield would be part of Colsterworth Rural from May 2017. The County Councillor would then change.

4.5 Community events: Repair and repainting of the beacon was in hand. No information was yet available on next years programme of events.

5.0 Removal of Swayfield Public payphone: In 2009 the Parish Council had agreed that the payphone should be removed, but SKDC had asked that all payphones be kept. Councillors wanted to further discuss options for use and removal if felt necessary so no vote was taken. BT wish to know what action is to be taken by January 2017.

6.0 Clerk’s replacement: The present Clerk was retiring at the end of December so the vacancy had been advertised. A Vote of thanks was given by the Chairman for the Clerk’s work for the Council.

7.0 Transparency Fund Application: LCC had agreed to help the Parish Council set up a website and to update the work on the village website originally done by R Morgan. A grant amounting to £457.99 had been applied for to fund necessary updating of equipment for the clerk.

8.0 Financial Matters: A copy of the end of month report was given to councillors.

Balance in the bank at 29th November was £6509.88. This year’s expenditure to date: £1154.09.

Cheques for signature: £29.25 HMRC end of December return. £90.00 PK Pest Control.

Budget and Precept for 2017-18: SKDC had requested a return of Precept requirements by 20th January 2017.

It was resolved to ask for a precept requirement of £2909, plus £49.00 grant. Total income for the year 2017-18 would be £2951.

6.0 Planning Applications S16/2434 & 2435 Erection of single storey extension at 14, Overgate Road.

S16/2517 Erection of single storey extension andalterations at 24, High Street.

The Council had no representations to send to the Planning office.

7.0 Correspondence had been brought to the meeting.

8.0 No urgent items for discussion. The meeting closed at 8.30pm.

Meeting dates for 2016-17 All meetings to start at 7pm. 3rd May; 31st MayAnnual Parish Meeting followed by Annual Meeting of the Parish Council. 26th July; 27th September;29th November; 2017 – 17th January; 28th March.
