Regional Co-ordination
Impower:Focus of work is welfare reform; delivering 6 days work to each of the9 councils before March 2010, 3 regional workshops. (1 on commissioning and 1 with SfC on workforce, the 3rd to be
decided) and 6 Action learning sets, and 2 evening network events for strategic leaders.
CSED: delivering I day a week support to each Council since Jan 5; focus of work is on systemic transformation; identifying process efficiencies, helping them map their current processes (as is), develop their future process (to be) and draw up an implementation plan , seizing quick wins for efficiencies in process on the way. Exploring front end processes now, moving on to reablement Apr-Sept. By Sept, 5 Councils should have a clear implementation planfor reablement. -Implementation may take 1-3 years. Other 4 by? (NB my note on the timetable is not clear)
Expect to roll out 3 regional workshops, on Contact centres, Reablement and Self directed support. Also website with tools.
SFC:focus of work on skills and competencies for SDC; permanently based in EM with an ongoing programme of work. As part of the JIP mainly working with the WorkforceProgramme Board on the national Dataset and workforce plans; for the PPB Skills for Care is contracted to deliver workshops rolling out best practice examples of workforce developments for personalisation building on CSEDs new practices. Separately have a brokerage project which involves providing advice and guidance for independent providers around training and development
In Control: focus of work is on Innovation and whole system transformation, though 5 key steps; national membership organisation supporting personalisation; has six of the nine EM councils as members, who can access support from In Control website and calendar of events e mail, telephone and onsite support, helps support the EM SDS network; provides 2 days a month to the 2 TT Pilots in the region. Next priority is enhancing citizen capacity.

Impower blueprint is not just the process but also people; skills, IT etc
CSED core is the as is - to be process, for front end/customer contact, re-ablement & SDS. Takes all the layers in a step by step process; helping councils look at the impact; may need to help them look at their structure. Also known as ‘brown paper exercise’ as all processes are mapped by staff onto large sheets of brown paper.

Biggest weakness CSED sees is how as processes change and people need to move round, how they get the skills to do it
Missing – How is SfC readily accessible to the community who want to train staff or themselves - mapping how to support the community? – SFC has support to the independent sector in the form of sub regional workforce development managers. They provide support to organisations and individuals on areas such as recruitment projects, access to funding and training their workforce.
