DOHR consults and partners with executive and senior level leaders to create a customized learning strategy for their agency that aligns with the state’s vision for education and workforce development. SLS is charged with assisting agencies in developing and retaining top talent by building a continuous learning culture that equips employees, supervisors, and leaders with the tools needed to excel in their roles. SLS is responsible for all non-technical employee learning and development, leadership development, talent management and succession planning strategies designed to support an agile and high performing workforce to achieve the state’s strategic business goals and objectives.

SUMMARY: Under direction, incumbents in this class are responsible for professional talent management work of considerable difficulty and enterprise-wide scope,and supervisory work of average difficulty in strategically directing all talent management related functions for specified state government departments; and performs related work as required. This position reports to the Assistant Commissioner, State Chief Learning Officer, and serves on the Strategic Learning Solutions’ Senior Team.

DISTINGUISHING FEATURES: Incumbents in this class strategically direct all talent management functions (career planning, competency management, high-potential employee development, learning and development, performance management, leadership development, succession planning, recruitment, retention, and professional development)forspecifieddepartments or agencies enterprise wide, encompassing approximately 20,000 employees.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

  1. Administersthe state’s talent management strategy for specified departmentsto improve departmental processes and create a high performing workforce; executes all state and departmental talent management initiatives including assessment, succession planning and management, talent pipelines, high potential identification, performance coaching, mentoring, competency modeling and integration, onboarding, and workforce planning.
  1. Systemically analyzes department and current workforce culture to identify gaps and departmental talent management needs; partners with executive/senior leaders and agency HR directorsin implementing organizational development tools to meet the needs of departments and address identified talent gaps; ensures alignment of these initiatives with the vision of the Governor, the department’s mission, vision and values, as well as core competencies; educates departmental leaders on the use of the state’s talent review process and the nine-box matrix; and provides consultation in developing an agency-specific leadership program.
  1. Collaborates withspecified departmental leadership, including the HR Director, to utilize the state’s talent management initiatives to create a workplace culture that is positive, progressive, and high performing.
  1. Assigns, trains, supervises, and evaluates subordinate professional and other talent management staff and their work; makes recommendations and decisions on human resources actions such as employment, promotion, demotion, transfer, retention, and performance increases; gives guidance and advice to subordinates.
  1. Assists the Chief Learning Officer in implementing talent management, strategic business planning, workforce development, and succession planning discussions and strategies with designated department executive leadership.

MINIMUM QUALIFICATIONS:

Education and Experience:Education and Experience: Graduation from an accredited college or university with a bachelor's degree in Human Resources, Adult Education, Instructional Design, or other related field. Master’s degree preferred.

OR

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and two years of experience in Human Resources, Adult Education, Instructional Design, or other related experience.
