  1. SITUATION OVERVIEW:

Typhoon “RUBY”has weakened while traversing Sibuyan Sea. As of 04:00 AM, TY “RUBY” was located at 110 km Northwest of Masbate City, with maximum sustained winds of120 kphnear the center and gustiness of up to150kph. It is forecast to moveWest Northwestat10 kph.

Typhoon “RUBY” is expected to be at 20 km Southwest of Calapan City, Oriental Mindoro
or at 150 km South of Science Garden, Quezon City, tomorrow morning.

Public Storm Warning Signal #3(Winds of 100 - 185 kph is expected in at least 18 hrs) is raised in Burias Island, Marinduque, Romblon, Oriental Mindoro, Occidental Mindoro, Batangas, Laguna, Cavite, Southern QuezonLubang Island.

Public Storm Warning Signal #2 (Winds of 61-100 kph is expected in at least 24 hrs). Masbate, Ticao Island, Calamian Grp. of Islands, Bulacan, Bataan, Northern Quezon, Rizal, Camarines Sur, CamarinesNorte, Metro Manila, Semirara Island, Aklan, Capiz

Public Storm Warning Signal #1 (Winds of 30-60 kph is expected in at least 36 hrs) is raised in Albay, Sorsogon, Polillo Island, Zambales, Nueva Ecija, Tarlac, Pampanga, Catanduanes, Northern Palawan including Cuyo.These areas will have occasional rains with occasional gusty winds.

  1. RDRRMC VIII
  • OCD VIII is on Red Alert Status as of 03 December 2014
  • RDRRMC VIII Operations Center continues to maintain a 24/7 monitoring operation, disseminated warning bulletins, and coordinated with Local DRRMCs and RDRRMC member-agencies thru SMS, facsimile, and email for the provision of updates on their respective AORs
  • P/C/MDRRMCs continuously monitors the weather condition and disseminates the information to LDRRMCs
  • RDRRMC VIII conducted Pre-Disaster Risk Analysis (PDRA) meeting on 03 December 2014 at Patio Victoria, San Jose, Tacloban City re preparation for TY RUBY (HAGUPIT)
  • RDRRMC VIII convened a Full Council Meeting on 04 December 2014, 10:00 AM, at Police Regional Office VIII, Palo Leyte
  • A group from OCD Central Office headed by Dir. Romeo Fajardo and five (5) others augmented the OCD VIII personnel in rendering duty at RDRRMC VIII OpCen
  • RDRRMC Member Agencies' preparedness plan are as follows:
  • RDRRMC-8 proceeded to Borongan City on 07 December 2014 8:00PM, to establish Advance Command Post for the RDRRMC.
  • RDANA Teams is scheduled to conduct field assessment in the affected areas in the Province of Eastern Samar and Northern Samar.

  • Ensured the provision of transportation vehicles for the conduct of evacuation

  • Raised Code White Alert and activated their Operations Center
  • Prepositioned logistics resources and placed personnel (doctors, nurses, administrative staff, drivers, and support staff) on stand-by
  • Attended the RDRRMC meetings
  • Coordinated with RDRRMC member agencies and International NGOs
  • An updated amount of PhP1,706,172.85 of drugs/medicines and other logistics supplies (CAMPOLAS, first aid kits, jerry cans, cadaver bags, and aquatabs) were prepositioned to Provincial DOH Offices and Provincial Health Offices

  • Constantly monitors the implementation of LGU disaster preparedness journal
  • Actively utilizes the social media to reach out to a wider audience and posted the warning signals, disaster preparedness protocols, and other critical information in the DILG VIII facebook page
  • Referred feedbacks from netizens to concerned local authorities and agencies for action
  • Presents PIA’s text blasts to clienteles to ensure that warnings and critical information reach more people
  1. DSWD VIII
  • Stockpiled a total of 30,000 family packs and 1,506 pieces of nets and blankets
  • Ensured the availability of ten (10) trucks
  • Repacked a total 14,632 family packs/relief goods
  • Ensured the provision of trainings on camp management to LGUs
  • Organized a Quick Response Team ready for deployment to affected areas
  1. DA REGIONAL FIELD OFFICE VIII
  • Activated the DA-RFO VIII Command Center through the issuance of a Memorandum with assigned personnel and staff to assist and man the Command Center before, during, and after the typhoon
  • Secured personnel, documents, and properties including facilities and stations
  • Revisited data and status of standing crops (Rice, Corn and Cassava, HVCC) and livestocks
  • Prepared and secured seed buffer stocks for immediate availability and strategic positioning
  • Informed all Municipal Agriculturists and farmers to harvest their crops and ensure safety of their livestocks to avoid/lessen the damages that may incur during the onslaught of TY "RUBY"

  • Disseminates weather updates and other information through SMS/text blast for press release

  • Organized three (3) groups to conduct Search and Rescue (SAR), security on vital installations, and monitoring patrol
  • Conducted inventory of equipment and identified evacuation centers
  • Deployed augmentation personnel to Tacloban Police Office to conduct security/patrol in commercial centers
  • Provided assistance to LGUs for pre-disaster activities and directed all unit commanders to provide security if the situation warrants
  • Provided PNP security to NFA Warehouses and DSWD Relief Hubs
  • Deployed Women and Children Protection Desk (WCPD) personnel in bunkhouses/evacuation centers

  • LGU Tacloban City activated evacuation centers/facilities and conducted pre-emptive evacuation
  • Accomplished their targeted evacuation
  1. BILIRAN
  • MDRRMC Naval stockpiled resources and placed response teams on standby for possible deployment.
  • MDRRMC Naval conducted a meeting re preparation for TY RUBY (HAGUPIT)
  • LGU Biliran conducted pre-emtive evacuation and stockpiled food items
  1. LEYTE
  • MDRRMC Matalomadviced the BDRRMCs to be on alert and conducted a meeting in preparation for TY RUBY (HAGUPIT)
  • The Republic of Korea Armed Forces based in BarangayCandahug, Palo, Leyte were temporarily evacuted to Leyte Academic Center in Palo, Leyte
  • MDRRMC Dagami convened, activated their operations center, placed PNP and BFP SAR Teams, vehicles, and RHU medicines and personnel on standby, and coordinated with DSWD regarding the availability of food packs
  • Municipalities conducted pre-emptive evacuation on communities along the seaboard and inland communities with houses made of light materials. The evacuees were taken to pre-determined evacuation centers
  • LGU Barugoevacuated the remaining individuals in their AOR to evacuation centers
  • LGU Leyte reported that BDRRMOs are well informed about the impending danger of storm surge thus implement pre-emtive evacuation in their AOR
  • LGU Babatngon conducted pre-evacuation on coastal barangays
  • LGU Matalom reported the the conduct of evacuation, of which, all coastal barangays were evacuated
  1. SOUTHERN LEYTE
  • PDRRMC Southern Leyte convened on 03 December 2014 and conducted an emergency meeting on 04 December 2014in preparation for this weather disturbance
  • MDRRMC San Francisco and BDRRMCs are placed on Red Alert Status
  • MDRRMO Saint Bernard convened with 30 Barangay representatives and attended by other stakeholders on 04 December 2014 and advised advised closely coordinate with DILG, OCD, and PDRRMO regarding status of NFA Maasin
  • The Provincial Governor directed all mayors to conduct forced evacuation and to advise all residents living near the coasts and river banks and in landslide and flood prone areas to evacuate to safe places
  1. EASTERN SAMAR
  2. PDRRMC Eastern Samar convenedon 03 December and 04 December 2014 re preparation for TY RUBY (HAGUPIT)
  3. PDRRMC Eastern Samar coordinated and advised LDRRMCs to convene in preparation for TY RUBY (HAGUPIT)
  4. CDRRMC Borongan City conducted emergency meeting re actions to be taken in preparations for TY RUBY (HAGUPIT)
  5. MDRRMC Mercedes conducted an emergency meeting re emergency action plan
  1. SAMAR
  2. MDRRMCs Motiong, Pagsanghan, Basey, and Calbiga convened in preparation for TY RUBY (HAGUPIT)
  3. MDRRMC Basey conducted pre-emptive evacuation
  4. MDRRMC Calbiga prepositioned 1,500 family packs and placed equipment and vehicles on stand-by
  5. LGU Motiong conducted pre-emptive evacuation and will implementforced evacuation for the remaining individuals in vulnerable areas
  6. LGU Pinacdao conducted pre-emptive evacuation in coastal and landslide prone areas, conducted relief distribution to evacuation centers, and placed rescue equipment on standby
  7. LGU Sta Rita identified evacuation centers, advised all coastal and flood prone barangays to evacuate, and distributed goods to coastal barangays
  8. LGU Calbigaconducted pre-emptive evacuation. Evacuees are sheltered in Calbiga Central Elementary School
  9. LGU Gandara implemented Incident Command System (ICS), on duty on a 24/7 basis, stockpiled food packs, and placed 43 identified evacuation centers on stand-by
  1. NORTHERN SAMAR
  2. MDRRMC Lapinig conducted a council meeting, prepared/stockpiled food packs and medicines, conducted IEC in barangays re pre-emptive evacuation, and activated three (3) identified evacuation centers
  3. MDRRMC Biri continuously monitorsthe situation and disseminates updates to BDRRMCs
  4. MDRRMC Mapanas convened the council, advised constituents to strengthen their dwellings, and planned for possible relief operations
  5. MDRRMC San Isidro and BDRRMCs within the AOR convened to prepare for possible response actions
  1. EMERGENCY MANAGEMENT

A. FOOD AND NON-FOOD ITEMS

  1. DSWD VIII
  • As the lead agency in this cluster has already stockpiledatotal of 30,000 family packs and 1,506 pieces of nets and blankets, repacked a total of 14,632 family packs/relief goods, and organized a QRT team ready for deployment to areas that will be affected. In addition, 13,250 sacks of rice (50-kg sack) worth PhP17,887,500.00 and 15,000 canned goods were also prepositioned in the provinces of Eastern Samar (16 municipalities), Leyte (29 municipalities and Tacloban City), Northern Samar, and Samar (2 municipalities)

B.WASH, HEALTH, NUTRITION, and PSYCHOLOGICAL SERVICES

  1. Department of Health Regional Office VIII
  • Raised Code White Alert and activated its Operations Center
  • Placed Rapid Health Assessment Team on alert
  • Activated Field Health Workers in BHUs, RHUs, and DOH hospitals (EVRMC and SRCH)
  • In constant coordination with Government/LGU Hospitals, Private Hospitals, and International Health Development Partners (WHO, UNFPA, and UNICEF)
  • In constant coordination with DOH hospitals (Eastern Visayas Regional Medical Center and Schistosomiasis Research and Control Hospital) and field counterparts (PHTLs, RN HEALS, DTTBs, and PHOs/CHOs
  • Personnel from different units (Duty emergency officers, OpCen and Response teams, Rapid Health Assessment teams, Water and Sanitation Health team, Nutrition team, Mental Health and Psychosocial Support team, and Medical/Trauma team) were mobilized

C. Logistics and Emergency Telecommunication

  1. OCD
  • OCD Central Office headed by Dir. Romeo Fajardo and five (5) others augmented the OCD VIII in rendering duty at RDRRMC VIII OpCen
  • OCD VIII prepositioned two (2) Satellite Phones that will be used in the event of failure of all communication devices
  1. Republic of Korea (ROK) Joint Support Group (ARAW Troop)
  • Pledged to provide equipment and vehicles to the OCD for response purposes .
  1. 8ID-DRTF
  • A total of 562 personnel, 32 vehicles, and 136 other assets that were already deployed in different locations in the region, while a total of 468 personnel, 13 vehicles, and 173 other assets are deployable while the PNP has a total of 1,148 deployable personnel.(TAB B)
  1. DPWH VIII
  • Ensured the provision of engineering equipment (24 dump trucks, 6 hydraulic excavators, 8 pay loaders, 7 road graders, 3 buldozers, 5 boom trucks, and 117 service vehicles) for clearing operations
  • QRTs in the different engineering districts are activated
  • Southern Leyte District Engineering Office is currently conducting Calamity Damage Assessment and Quick Response activities to problematic areas.

  • Set up communications facilities in the provinces of Leyte and Samar and ensured the availability of 30 volunteers for SAR, three (3) vehicles, and two (2) utility vehicles

D. Camp Coordination, Management and Protection Cluster

  • Conduceted inspections in different evacuations centers to monitor the situation of the evacuees and their immediate needs

  • Distributed food to all barangaysand set-up their command center in Matalom National High School
