Summary Business Plan 2010-2011

Aims

  • To achieve widespread ownership of the issue of climate change as everyone’s issue.
  • To reduce the average carbon footprint of households and organisations in Winchester District by one-third by December 2015.
  • To create a compelling vision of a sustainable Winchester, and successfully to work with major organisations in Winchester district to achieve that vision.

Priorities

Many human activities contribute to climate change. WinACCfocusses on the activities which are most likely to deliver a cut in the carbon footprint of the district. In 2010/2011, WinACC’s priorities are:

  1. To encourage cultural change, with people working in their communities to live lower carbon lifestyles
  2. To work with the leading organisations in the district to cut their own footprint and encourage others to do the same.
  3. To focus on the greenhouse gas emissions caused by heating buildings and hot water through insulation, energy conservation and renewable energy.

Priorities change each year in response to changes in scientific understanding, technology, and policy & the law.

Strategic objective 1: To communicate a compelling vision of a low carbon, sustainable Winchester district and engage people in making it a reality.

1.1: To create a compelling vision of a low carbon Winchester

1.2: To change culture and perceptions, working in partnership with Winchester City Council and Winchester District Strategic Partnership on the 20:12 campaign to get individuals and organisations to pledge to cut their footprint by 20% by the end of 2012.

1.3: To engageparish and town councils, WinchesterCity Council and HampshireCounty Council members, MPs andother people with local influence to take a leadership role on climate change

Strategic objective 2: To engage individuals and households to cut their own carbon footprint and adopt a lower carbon lifestyle, and to contribute tocutting the carbon footprint of Winchester district and moving towards a low carbon community.

2.1: To build a sense of community among people cutting their carbon footprintwith meetings, newsletters, membership and action groups

2.2: To provide information and advice to help people cut their carbon footprint though leaflets, talks, website and events

Strategic objective3: To engage people to work in groups in their communities to cut the carbon footprint of the community, move towards a low carbon community, and enjoy the benefits of lower carbon living.

3.1: To provide materials, resources and training to support community groups working on climate change.

3.2: To train and support low carbon champions who support other people to cut their footprint

3.3: To support neighbourhood groupsincluding greening groups in villages and communities across the district.

3.4: To support groups in communities of interest, including schools, churches and other faith communities.

Strategic objective4: To encourage organisations to act effectively to cut their carbon footprint.

4.1: To encourage organisations to act effectively to cut their carbon footprint - large public and private sector organisations, small businesses, and voluntary and community sector organisations:

signing the Winchester Declaration to cut their carbon footprint by 20% by the end of 2012

helping management set policies and plans for energy management

working with staff to contribute to carbon reduction n their workplace.

Strategic objective5: To help provide practical solutions for carbon reduction to assist individuals, businesses and public sector organisations to cut their carbon footprint and contribute to the development of a low carbon economy.

5.1: To improve the energy efficiency of housing and other buildings with practical advice

5.2: To increase renewable energy supply in partnership with the WDSP

5.3: To reduce energy consumed in transport , focussing on journeys to work and school

5.4: To promote and develop the local food economy and increase local food production & consumption, with procurement as the priority

Strategic objective 6: To run WinACC effectively and be an exemplary partnership

6.1: WinACC takes a strategic approach to its work and focuses resources where they will have most impact

6.2: WinACC has strong governance, accountable to members, ensuring compliance and managing risks

6.3: WinACC has enough money to implement this plan and its outline strategy till 2015.
