- FOREWORD -

The Local Government Act 1993, introduced a number of changes in the overall Management of Councils.

These changes included the need for preparation of a Management Plan for the whole of Council's operations and a further component of the process was the requirement to classify all public land owned or managed by Council as either "CommunityLand" or "OperationalLand". Council has classified all of the land in the area zoned as “Open Space” (both existing and reserved), as “Community Land” and, as a result, a formal Plan of Management for the land is required to be adopted by Council.

In accordance with the requirements of the Local Government Act, Council has adopted a number of Plans of Management for CommunityLand. (Plans of Management have been adopted for; Active Recreation, Passive Recreation/Playgrounds, Jackett Reserve, Open Space along the Cooks River Foreshore, Cheltenham Road Park Development and Henley/Grant Parks.

This plan is a GenericPlan of Management for passive recreation and playground areas, the majority of which are dual open space areas (i.e. Any one park may be used for passive and active recreation purposes). A separate, generic plan of management has been prepared for those areas used for active recreation purposes.

This plan includes details of uses, objectives and performance measures relating to -

- The use and maintenance of passive recreation areas, and

- Playground equipment within those passive recreation areas.

The most important points embodied in the Plan include: -

•An assurance that the passive recreation areas and playgrounds facilities within the Burwood Council area, continue to meet the needs of the local community.

•Identification of the fact that there are no current proposals to alter existing uses or to carry out any major work of a capital nature.

•Confirmation that the parks and reserves involved will receive routine maintenance within the Council’s available budget with repair replacement or removal or any unsafe playground equipment in accordance with budgetary constraints.

- INTRODUCTION -

2.1Background

The Burwood Council area comprises seven (7) square kilometres and has a population of approximately 28,500.

The area of existing and proposed public and private open space in the Burwood Council area is currently approximately 44 hectares. This area is less than the recommended standard, which for the Burwood Council area is 80 hectares (or 2.83 hectares per 1,000 population).

The Council area is an older, fully developed urban/residential area and the opportunity to expand the current open space areas is severely restricted by availability and extremely high acquisition costs. The geographic location of Burwood, however, does enable its residents to take advantage of close-by regional facilities such as HomebushBay (the Olympic venue) and Regional Open Space along the ParramattaRiver. These facilities are within ten minutes travelling time and provide a reasonable alternative for residents within the Burwood Council area.

It is recognised that the open space areas available within the Burwood Council area will be subject to reasonably intense use by the public due to the relatively high level of urbanisation in the area. This highlights the need for open space planning and ongoing maintenance to a high standard.

There are four major areas of open space within the Council area, which are, as a whole, reasonably well located to service the community's needs. These four major areas are made up of BurwoodPark and Blair Park/Cheltenham Road (future) North of the Railway Line and Henley/Grant Parks and FlockhartPark in the Southern part of the Council area. It must be recognised that the Council area is small (7 square kilometres) and, as such, these four major areas are considered well located to meet the needs of the community.

Service Plans in relation to “Recreation Planning” and “Parks & Gardens” have been included in Council’s Management Plan for 1997/98 - 1999/2000 and copies of those Service Plans are appended to this document for reference purposes. The Service Plans incorporate action plans and performance targets which relate to the management of passive recreation areas generally and the use and maintenance of playground equipment. The Service Plans form part of this Plan of Management in so far as they relate to passive recreation and playground equipment.

There is no conflict between Council’s Management Plan and this Plan of Management. It is considered that, with available resources, the Council will continue to meet the needs of the community with respect to the management of its passive recreation areas.

2.2Writing a Submission

Submissions give members of the public an opportunity to express their opinions, provide information and suggest alternatives to Council’s management strategies for passive recreation.

To ensure submissions are as effective as possible:

2.Briefly describe each subject or issue you wish to discuss.

3.State which strategies you agree or disagree with and give reasons.

4.Suggest alternatives to deal with any issue with which you disagree.

2.3Council’s Land Management Goals

  • Aim

The aim of this plan is to document standards and goals in relation to the overall management of Council’s passive recreation and playground areas, in a way, which satisfies the requirements of the Local Government Act 1993. It should be noted that this plan does not cover passive recreation areas, which have been included in other significant area and geographic location plans of management (i.e. HenleyPark, BurwoodPark, FlockhartPark and Cheltenham Road Park Development).

3.3ADDITIONAL MATTERS RELATED TO SPECIFIC OPEN SPACE LOCATIONS -

A. LEASED DWELLINGS - There are several leased dwellings on land acquired by Council for Open Space purposes. These may be regarded as temporary uses and will be removed when demand for additional open space occurs and funds are available for demolition and establishment/maintenance of the particular Open Space area.

B. 23 KING STREET, ENFIELD - This site contains a dwelling, which is leased to the Enfield Playgroup. The lease was originally entered into on 1 March 1979 for one year and has continued on a weekly basis at $5 per week. The lease may be terminated by one week’s notice from the Council or the Playgroup.

The playgroup only operates at the premises on three (3) mornings per week 10.00am to 12 noon, this being regarded as an under utilisation of the premises/open space. A review of all of Council’s community buildings will shortly be undertaken by Council’s Community Services staff with the view to improving the utilisation of the limited available facilities.

The site is part of COOINOO Reserve and as is originally purchased for Open Space purposes, the dwelling is likely to be demolished in the longer term.

3.4MANAGEMENT STATEMENTS

1.There are no proposals to carry our any major capital works, with the available budget funds being spent on routine maintenance and replacement or removal of any playground equipment not conforming to the required standards.

2.This Plan of Management recognises current leases of dwelling on open space land and that consideration for removal would be given on evidence of demand for additional open space and availability of funds for implementation.

3.This Plan of Management recognises that No 343 Georges River Road is reserved for Open Space in the Burwood Planning instrument. This Reservation obligates Council to acquire the property following notice from the property owner.
