Please refer to WPC letter No. J-16085/03/2006-WF dated 30th January, 2008 seeking comments / views of stakeholders on draft NFAP-2005.
In continuation to our letter No. AUSPI/13/2005/95 dated 16th June 2005 and without prejudice to our views, we are enclosing a document as suggestions with reference to IND Foot Note for the review of the National Frequency Allocation Plan.
We hope AUSPI’s suggestions as contained in the attached document will be duly considered for review of NFAP. We, however, reserve our right to come out with our views afresh on NFAP review after the deliberations on 14th February 2008.

AUSPI’S SUGGESTION FOR THE REVIEW OF NFAP
(INDIA FOOT NOTE)
IND 05Spot frequency 461.525 MHz be removed from this foot note and from the table of the frequency spot 460-470 MHz as it is in the BTS Transmit of 450 MHz FDD spectrum.
IND 29AFrequency spot 466.8 MHz may be relocated for consideration for Anti Collision Device in this foot note beyond 468 MHz. Table of frequency band 460-470 MHz be accordingly corrected.
IND 30This foot note be modified as follows:Words “case by case basis” in this foot note be deleted.
Requirement of IMT services may be considered for co-ordination in the frequency band 450.5 – 4576.5 NHz paired with 460.5-467.5 MHz.
Radio Paging
IND 15,17,
22,31 & 32These five IND foot notes be deleted as there is no existence of Radio Paging service in the country.
PMRTS
IND 23,25,
26,27,36,
37 & 38These seven foot notes be deleted as there is only limited existence of PMRTS which can be met by retaining IND 35.
NEW INDFor mobile TV, band 698-746 700-748 MHz be earmarked for mobile broadcasting services (Mobile TV) (Table of 610-890 MHz need to be amended accordingly..
IND 41This foot note be modified as follows:
“Frequency band 824-849 MHz paired with 869-894 MHz has been earmarked for Wireless Access System (fixed /mobile) for telecom services.”
[This has been recommended by TRAI in its recommendations on spectrum
related issues to DoT.
Para 3.34 of September 2006 recommendation of TRAI:

“Keeping the long-term requirements and possible growth of CDMA services in mind, the Authority recommends that the Government should look into vacating 2 x 5 MHz of spectrum in the 900 MHz band in order to re-farm GSM operations within the band, and then allocate an additional 2 x 5 MHz for CDMA operations in the 800 MHz band.”

IND 43Be amended as per the above suggestions of IND 41 i.e from 895 MHz onwards as follows:
“Frequency band 8950-915 MHz paired with 93540-960 MHz has been earmarked for Cellular Mobile Telephone System”.Wireless Access System (fixed/mobile)
IND 43Reworded as follows combining IND 44 & 45
“Frequency band 890-915 MHz paired with 935-960 MHz has been earmarked for Wireless Access System (fixed/mobile)

IND 48Reworded as follows:
“Requirements of Cellular and Wireless Access System (fixed / mobile) for telecommunications services in the frequency band 1700-2000 MHz(1710-1785 MHz paired with 1805-1880 MHz) may be coordinated on a case by case basis with the existing users.”
IND 48ACellular mobile telephone system may be coordinated in the frequency band 1710-1755 MHz paired with 1805-1850 MHz.
For wireless access (fixed /mobile) system spectrum may be coordinated in the frequency band 18501900-1910 MHz paired with 19830-1990 MHz.
IND 50Be deleted. Even 20 MHz specified in IND 49 has not yet been utilized. There is no point keeping additional spectrum.
IND 51To be modified as follows:
“Additional Rrequirement of IMTwireless access system applications be considered in the frequency band 1920-1980 MHz paired with 2110-21701885-2025 MHz paired with 2110-2200 MHz may be coordinated with exiting users.”
IND 64ITU/APT has harmonized only one band in 4940-4990 MHz for the requirement of Public Protection Disaster Relief (PPDR) in view of that in IND 64 other frequency band be deleted.
