(5)Toprovideprogramsforannualconferences,districts,andlocalchurchesthatencourageawarenessofthegiftsandneedsofpersonswithdisabilitiesandtopromotetheleadershipandemploymentthroughouttheconnectionalsystemofpersonswithdisabilities. TheGeneralConferenceshallestablish,maintain,andprovidefinancialandpersonnelsupportforaUnitedMethodistCommitteeonDisabilityMinistriestoprovideadvocacy,educationandempowermenttoleadtheUnitedMethodistChurchincreatingaculturewherepeoplewithdisabilitiesarefullyincludedinallaspectsofworship,leadershipandministry.
CurrentfundingfromtheGeneralBoardofGlobalMinistriesfortheexpandedworkofthenewlyestablishedpermanentcommitteecouldbesupplementedbyadditionalfundingfromaproposedchangeinDisabilityAwarenessSundayfromanApprovedSundayforAnnualConferenceObservancetoaChurchwideSpecialSundayWithOfferings(seeseparatepetition)orbydonationsthroughtheAdvanceSpecial.
Rationale: UMCORHealthofGBGM hassponsoredandfinancedtheUnitedMethodistTaskForceonDisabilityMinistries(formerlyTheUnitedMethodistNationalTaskForceonDevelopmentalDisabilities)since1992. Thislegislationestablishesthe “TaskForce” asapermanentcommitteewithappropriatefinancialresourcesandabroadenedfocusonalldisabilities.
