COUNCIL MINUTES

Armada Free Public Library

June 11, 2015

I.  The meeting was called to order by Turgeon at 9:30 a.m. at the Armada Free Public Library

Present: Smith (Armada), Lusardi ( Chesterfield), Neal (Clinton-Macomb), Kammer (Lois Wagner), DeMeulenaere (Ray), Ester (Shelby), Orlando (St. Clair Shores), Turgeon (Sterling Heights/SLC) Urban (Warren), Frezza, Linsday (SLC).

Absent: Hames (Center Line), Sterling (Eastpointe), McDowell (Fraser), (Harper Woods), White-Owens (Lenox), Thomas (MacDonald), Worrell (Mount Clemens), McNaughton (Romeo), Harvey (Roseville), Russ (Troy), Doege (Utica).

II.  Approval of the Agenda.

Urban made a motion to approve the agenda, supported by Ester. Motion Carried.

III.  Approval of the Minutes.

Ester made a motion to approve the May 14, 2015 minutes, supported by Kammer. Motion Carried.

IV.  Suburban Library Cooperative Business

A.  Automation System

The new SLC website went live on Friday. Chris has a conference call with Apple tomorrow, to

discuss ipads, etc. and how SLC can best manage, provide maintenance for and group pricing for

Apple products for the shared system libraries. Phase 2 of the Wireless project is continuing.

Installation of the additional access points started with the northern libraries.

B.  Budget Committee Recommendations

1.  2014-15 General Fund Budget Revisions

Lusardi made a motion to recommend the General Fund Budget revisions to the Suburban Library Cooperative Board. The motion was supported by Smith. Motion Carried.

2.  2014-15 Proprietary Fund Budget Revisions

Ester made a motion to recommend the Proprietary Fund Budget revisions to the Suburban Library Cooperative Board. The motion was supported by Lusardi. Motion Carried.

C.  Delivery Committee Recommendations

Lusardi made a motion to recommend the 2015 – 2017 Contract with City Wheels Courier

Corporation to the Suburban Library Cooperative Board. The motion was supported by Urban. Motion

Carried.

V.  Announcements and Information

A.  Advocacy – Everyone

The Michigan House of Representatives is voting on a bill to fix Michigan roads. Turgeon is not aware of any changes to the budget regarding State Aid and/or penal fines to Libraries. MLA had not issued a statement at the time of this meeting.

B.  Discussion Topic: President’s Challenge: Every Child Library Card

To give every child who visits the library a card presents several challenges with existing

policies/laws. Who would be responsible for items not returned? How would the library limit their

liability? Would these cards be used for print materials only or for print and computer/on-line

materials? Luasrdi asked if it would be possible to create a new patron profile in Sirsi? Yes, but that

new patron profile would have to be attached to a new set of rules/procedures. One solution

suggested was to give the child an expired library card with a note in the record that this is a one time

only card good for one item only. Another idea was to use the child’s school identification card for a

limited library card. When the items from these cards are returned, hopefully with a parent/guardian,

residency, etc can be verified and the child would be given a full access card. Each library would

have to set it’s own rules/policies.

VI.  Member Libraries’ Announcements/Concerns

Thank you to the Armada Free Public Library for hosting today’s meeting.

Mary Howard has left the Harper Woods Public Library to work at the Cromaine District Library. Dan Hutchins is the new director of the Harrison Township Public Library.

ARM – Summer Reading programming starts next week. The building is in need of some repair after an invasion on squirrels in the attic.

CHE – Summer Reading kicked off yesterday. Programming for all age groups will run concurrently. There have been issues with a group home dropping off residents to spend all day at the library with no supervision. Katie Ester said the Southfield Library has policies regarding group homes and day care facilities.

CLL – Absent

CMM – Number keypads have been installed on all self check machines. Auto renewals have started on renewable library items. Will be reclassifing/reorganizing the children’s non fiction collection at the Main Branch Library this summer. The library is trying a new web based circulation client, with pop up libraries in city parks, etc. ALA is accepting donations for the Nepal Relief Fund towards the rebuilding of Read Centers damaged during the earthquake.

EPL – Absent

LWM – Summer Reading kicks off on Monday with a program by Baffling Bill.

MPL – Absent.

MTC – Absent

RAY – Received a $700 grant to be used for Summer Reading programing. Plans for a fundraiser this fall are in the works.

ROG – Absent

RSV – Absent

SCS – Started Summer Reading June 2nd. Have over 300 signed up.

SBL – Had two great speakers for staff in-service. One was a police officer explaining the open carry laws and how it relates to libraries. The second was from the Disability Network of Macomb discussing awareness and public service for disabled patrons. Summer Reading begins on Saturday. Does any library accept library cards on a cell phone app? Yes, the newer scanners will scan library cards from phones. Chris will get pricing for these scanners. Can or should libraries accept green cards as another form of ID for getting cards? Tammy will add this to the next standards and policies committee agenda.

SHL –.Posting for part time librarian to expire next Thursday. The city has started a Farmers Market on Thursdays. The library will participate every third week. Will be using ReadSquared for Summer Reading software. Also, offering a special needs version of summer reading, where patron’s can choose which category they wish to participate in/get prizes from.

TPL – Absent

UPL – Absent

WPL – Summer Reading teen kick off party is tomorrow night. Using ReadSquared for Summer Reading. Staff solicited prizes for summer reading participants. The contract for the renovations of the Busch branch library is almost ready to be signed. Staff wrote and received two grants. Hired some librarian and library technician substitutes. Full time library technician and librarian positions open, will be posted soon.
