SHORT TENDER NOTICE
OMFED invites sealed technical & financial bids in separate envelops from Manufacturer or Suppliers of Thermoforming Packet & Built up Ghee can. Interested bidders may submit their sealed offers latest by 11.00 A.M 15th January,2016 and the same shall be opened in presence of interested bidders on the same day at 11.30 A.M. Any corrigendum, updates etc. relating to this advertisement will be published only in our web site and not in any other media including newspaper.
The Federation reserves the right to reject any or all the tenders without assigning any reason thereof.

PART-I (Technical Bid)
Sealed Offers are invited in two parts from the Manufacturers equipped with sophisticated technology and sound financial capability for supply of Thermoforming Packet & Built up Ghee can to our Bhubaneswar Dairy, Chandrasekharpur, Bhubaneswar & OMPAC, Samantarapur, Bhubaneswar.

BIDS IN TWO PARTS:
Bids are required to be submitted in two parts : Part – I & Part – II as described below:
01.1 The first part (Part- I) of the bid shall contain technical bid only. The envelope should be duly sealed and super-scribed as “Part-I Technical Bid only”. At the time of the opening of the tender first “Part-I Technical Bid only” envelope shall be opened. Technical bid must carry samples of qoutated items minimum 10 pcs of each.
01.2 After verification, Technical bids shall be opened and technical details read out to the bidder’s representatives. Price bids shall not be opened immediately.
The technical bids shall be scrutinized for confirming that the technical details including samples, as per the specifications given in the tender wherever applicable.
01.3 The second part (Part – II) shall be placed in second separate envelope. It shall contain financial bid/price bid. The envelope should be duly sealed and super-scribed as “Part-II Price Bid only”. In the financial bid/price bid envelop only rate statement and papers related with the rate statement is required to be kept. No other document be kept in financial/price bid envelop and in such case your document will not be considered for evaluation. However, the decision of OMFED shall be final in this regard and binding on the tenderers.
2. The filled-in tenders should be submitted on or before 15.01.2016 by 11.00 A.M. and the Technical bid will be opened
in the presence of bidders or their authorized representatives at 11.30 A.M. on 15.01.2016.
The date of opening of price bids shall be notified to all qualified bidders found successful after technical evaluation. They shall be intimated through e-mail/fax/courier/speed-post. The price bids shall be opened in the presence of authoriesed representatives of the interested bidders.
In case it is necessary to obtain revised prices from the bidders on account of evolving technical parity the same shall be done by asking all the concerned bidders to submit the revised price bids in sealed covers and the earlier price bids will became invalid.

GENERAL TERMS & CONDITIONS:
01. Requisites to be submitted along with offer.
(a) The tender for Thermoforming Packet must be accompanied by Earnest Deposit Money of Rs.20000/- (Rupees twenty thousand only) in shape of Demand Draft drawn in favour of the Orissa State Cooperative Milk Producers' Federation Ltd. payable at Bhubaneswar. Tenders forThermoforming packet not accompanied by EMD will be rejected.
(b) The tenderer must have submit copy of Profit & loss document in support of their annual turn over along with the offer.

(d) Copy of Sales Tax (VAT) return or the year 2014 – 15.
(e) Samples of the items quoted (not refundable)
(f) Client list and coy of orders from Co-Operative Sector

(g) Under taking to hold the price quoted valid up to one year
02. Rates in the offer given can not be enhanced under any circumstances.
03. EMD will be retained towards security deposit in case of successful bidders. EMD of unsuccessful bidders will be refunded by A/c payee cheque within 60 days of receipt of application.
04. The Federation reserves the right to make risk purchase at the cost & risk of the supplier if he failed to supply in time.
05. Any supplier of defaulted in supply will be subjected to penalty @ ½% per week on the order value to be deducted from pending bills subject to maximum 10%.
06. All items are to be supplied strictly as per the technical specification given in the order.
07. The Federation reserves the right to accept or reject either part/whole or any/all the tenders without assigning any reason. The Federation may cancel or reduce the quantity of order or distribute/split the quantity to other suppliers for which the lowest bidder will not be given any compensation. For any interpretation regarding this tender, the decision of the Managing Director, OMFED is final and binding.
08. 100% payment within 30 days of acceptance of the material , through RTGS.
09. It is not mandatory on the part of OMFED to procure all material as per the value is given in this document. The
Quantity shall likely to vary depending upon requirement and availability of fund.
