Note: This message is being addressed to you because your name was listed as the administrative contact in the Preliminary Application for the subject project. Please forward the message to the appropriate office if you are not the best point of contact for administrative purposes.
Please submit the documents listed below once you are satisfied with the scope and impact areas of the subject project. This submittal should be accomplished well in advance of your estimated design completion (for State Local Bridge Program - SLBP, that corresponds to an approved Supplemental Application, which is due by July 9, 2015). Please note that whenever correspondence is to be sent to ConnDOT’s Office of Environmental Protection (OEP), for projects under the SLBP, such correspondence should be sent by email to .
· Environmental Review and Permit Need Determination Form (PNDF) are now required. They will be submitted together after the project has been scoped.
o For projects that NEED Flood Management Certification (FMC), such as those that will receive other State or Federal funds, such as STEAP or STP funds, in combination with SLBP funds:
§ DEEP Wildlife National Diversity Database (NDDB)/DEEP Fisheries Coordination screened during PNDF. Municipality (Town) or its Consultant Engineer (CE) to prepare NDDB application and DEEP Fisheries Transmittal Letter with the appropriate attachments.
§ Town/CE to send NDDB/Fisheries package to OEP for review and DEEP processing.
§ OEP will be the point of contact for future Fisheries coordination and will review final compliance with fisheries requirements prior to approval of the FM-G/FM-MOU or will review the compliance before submittal of the FMC application to DEEP.
§ OEP will be cc’d on any NDDB correspondence and will review final compliance NDDB. Town/CE will notify OEP when 1 year NDDB letter expires to determine level of additional coordination required.
o For projects that DO NOT NEED a FMC (vast majority of SLBP projects):
§ DEEP Wildlife (NDDB)/ DEEP Fisheries Coordination screened during PNDF.
§ Town/CE to prepare NDDB application and DEEP Fisheries Transmittal Letter. OEP will send the transmittal package to DEEP for initial review only. Transmittal package must include a point of contact other than OEP for future coordination efforts.
§ Town/CE responsible for updating NDDB letter and coordinating with DEEP Wildlife after the initial coordination response.
§ Town/CE responsible for responding to DEEP Fisheries comments after the initial coordination response.
