European 24 hour Advance Manifest Rule

The European Union (EU) Advance Security Manifesting System will be implemented at midnight on December 31, 2010. All vessels bound for European Union ports must electronically transmit Entry Summary Declaration (ENS) to the first EU Customs office 24 hours prior to loading vessel.

In order to comply with new EU regulations customers are required to provide complete and accurate shipping instructions no later than 48 hours prior to the China Shipping general cargo port cut-off. All cargo that is missing shipping instructions will not load vessel and will be rolled to the next vessel. Customer will be responsible for all charges involved to roll cargo due to shipping instructions not being received timely.

The ENS must include the following elements; all elements must be complete and accurate to reduce the risk of rejection.

·  Full name and address of shipper and consignee with postal code (if applicable).

·  Full name and address of notify party where goods are carried under a negotiable “to order” Bill of Lading with postal code (if applicable).

·  Accurate container number

·  Goods description per cargo item (general or group descriptions are not allowed)

·  At a minimum, the first four digits of the Harmonized HTSUS code per cargo item (6 digits are recommended)

·  Number of packages per cargo item

·  Cargo gross weight per cargo item

·  Seal number(s)

·  UN dangerous goods code, where applicable

To comply with the new regulations, China Shipping will incur additional administrative and day-to-day expenses. To recover these expenses, China Shipping will implement a European Advance Manifest Security Charge and Manifest Amendment Fee (EAMS) effective January 1, 2011 as follows:

·  $25 per Bill of Lading: European Advance Manifest Security Charge (This is in addition to the long established “$25 Doc Fee”).

·  $40 per correction : Manifest Amendment Fee
