Subject: Risks, Threats and Vulnerabilities Checklist –Pilot

Following a number of comments on the CSE Toolkit and one of the recommendations from Operation Lakeland Review, our MASE requested that a Task and Finish group be set up to review the current toolkits that are in use.

The T&F group felt that there may be a need for a ‘two-tier’ approach.

Level 1: For frontline practitioners who are not experienced at undertaking assessments, a list of possible risk indicators would be helpful in identifying concerns and signposting to facilitate discussions with agency safeguarding leads when deciding on actions to be taken to safeguarding children and young people.

Level 2: For practitioners to undertake a full assessment a more in-depth toolkit would be needed (e.g. the current CSE specific Toolkit)

The T&F group considered the Risks, Threats and Vulnerabilities Checklist and have looked at a number of key indicators, broken down into sections:

·  Vulnerabilities

·  Presentation

·  Specific Concerns

·  Online grooming and abuse

It was felt that this could support practitioners to focus on concerns they may have and this would facilitate discussions with agency safeguarding leads to decide on actions to be taken.

Next Steps:

We are looking to pilot this toolkit and to gauge feedback from frontline practitioners as to its usefulness and whether it assists with the assessment of risk.

We would appreciate it you could use this toolkit in your work with children and young people between now and the end of the year. Please let us have your comments and any feedback either by email or on the attached ‘Feedback From’ as to its usefulness and appropriateness. We will then review feedback received prior to making a decision about it becoming available countywide.
