SUBJECT:Contingency plans for day zero

RE: Assisting the vulnerable for day zero

The City of Cape Town is currently developing a contingency plan in the event that the taps run dry and day zero becomes a reality.

Please note that Day Zero does not mean there is no water. Day Zero means that people with have to collect water from designated water distribution points.

Social Development and Early Childhood Development (SD&ECD)is running a process to identify vulnerable persons across the metropole that will require assistance should this day arrive.

According to the Vulnerable Groups Policy (12399A), a vulnerable person is defined as:

‘A person whose survival, care protection or development may be compromised, due to a particular condition, situation or circumstance and which prevents the fulfilment of his or her rights.’

In short we consider a person vulnerable if he or shecannot collect water for him/herself due to poor health reasons, is living with a disability, and do not have a family or community support structure in place.

Kindly assist SD&ECD in identifying these vulnerable persons in your community and indicate whether you would be willing to assist in delivering water to these vulnerable individuals by completing the attached form and returning it to your Subcouncil by 4 May 2018.
