EETD Safety Metrics (Ron)

The July 2014 Safety Metrics presentation slides were distributed to the committee by email earlier in the week. They are also available on the EETD Safety website: http://eetd-ehs.lbl.gov/content/safety-metrics-and-performance. Some items discussed include:

·  We had a bicycle accident in June that resulted in two broken arms. This was categorized as an OSHA recordable/lost work time accident. Bicycle safety awareness information has been posted and is available on the EETD safety website.

·  There was a needle stick incident inside a glove box when a researcher was trying to cap a needle used for transferring a chemical. A “needle safe” needle capper was provided and seems to make one-handed needle capping easier. The glove box also needs additional housekeeping due to lack of working space inside. There were also some ergonomic issues identified.

·  EETD pending JHA’s (99%) and training assignment completion rates (99%) are consistently exceeding LBNL overall averages (91% and 95% respectively) each month.

·  The committee discussed the status of open corrective action requests in the CATS system. All three CATS involved follow-up to a recent DOE laser assessment of 70-157. The primary issue involves identification of a non-combustible material for enclosing laser paths. Actions taken will be shared with other laser labs.

·  The Division Director’s annual safety walkthrough of Buildings 62 and 70 was completed. An issue regarding high oxygen levels in a B62 glove box was identified

·  The quarterly hazardous waste inspection of EETD lab areas resulted in a 99% compliance rate. All areas had completed their quarterly self-inspection checklists.

Safety Alerts and Lessons Learned (Ron)

All Safety Alerts are found on the EETD Safety webpage: http://eetd-safety.lbl.gov. Several EETD “Safety Alerts” have been issued since the last committee meeting.

·  Nitric Acid Waste Treatment Procedures

·  Building 90 Evacuation Route Changes (FLEXLAB)

·  Use of Dust Mask Respirators

·  Proper Capping of Sharps (Needles)

Self-Assessment Program Update (Ron)

·  The Chemical Management System (CMS) self-assessment report draft has been sent out to all committee members for review and comment. Comments should be submitted before next Friday, August 15.

·  The inter-division self-assessment regarding off-site work practices has been completed and is out for approvals. A copy of the final report will be posted on the EETD safety website.

·  The committee needs to select the three self-assessment projects for 2015. A list of proposed topics was discussed. Action Item: Ron will distribute a survey to the committee.

Building Emergency Team (BET) Update

·  The Building 90 evacuation routes have changed slightly due to the new FLEXLAB facility located in front. A Safety Alert was issued to remind the building occupants.

·  An annual “duck, cover and hold” earthquake drill is being planned for October 17.

·  Protective Services has made a determination on how to handle personnel with limited mobility during a building evacuation. The BET will identify them during their sweep and treat as if injured. They will leave the individual in a safe place and report their location. The emergency responders (fire department) will be notified when they arrive to provide assistance.

·  We need to continue promotion of the “Lab Alert” notification sign-up to EETD personnel.

·  There is a need for an addition BET on the Building 62 second floor.

Old Business (All)

·  We need to identify an EETD representative to the Safety Advisory Committee and someone who will chair the Safety Committee.

·  The new Work Planning and Control “Activity Manager” system implementation has started. Ron shared a proposed framework of “projects” and “activities” that reflect EETD operations. In the near future, the system will be demonstrated to those designated as project and activity leads. The safety committee members will be invited to participate as well.

New Business (All)

·  Ron is planning on developing an “on the job training” package for lab area safety leads to help them understand their responsibilities and how to get help for common issues.

·  Dan Best is working on some training slides regarding use of the Chemical Management System (CMS).
