The Centre Approval Process

1. Introduction

1.1Before completing this document we strongly advise you to contact ITC Office team for dialogue regarding the approval process.

1.2For those Centres wishing to deliver Ofqual, Welsh Government &/or SQA regulated qualifications we ask the Centre to complete all sections of this document. Organisations are applying to become an ITC approved Centre to deliver externally regulated and accredited qualifications.

1.3Centre approval and approval for each qualification is required. Read and complete this document. Guidance for completion found in Appendix 1.

2. ITC Centre Approval

2.1Stage 1 – Initial Approval:

  1. Initial enquiry where the processes are explained to the Centre and ITC documents are forwarded to the Centre for consideration:

  1. Document [C1] is forwarded to ITC for review along with supporting evidence documents.
  1. When the Centre application and supporting documents indicate that staffing, procedures, policies and resourcesto successfully train and assess candidates are present, then an external quality assurance visit will be arranged during one of the first 3 courses offered by a Centre.
  1. Centres are required to take all reasonable steps to ensure that ITC is able to comply with its Conditions of Recognition and sign a legally enforceable agreement that states the obligations of both the Centre and ITC [document C9 - Centre agreement].
  1. Successful completion of the external quality assurance visit will result in a Centre approval certificate being issued. If areas of development are recognised then a time defined action plan is devised for the Centre to work towards.

2.2Stage 2 – Ongoing Approval:

  1. Annual review of continued compliance whereupon the Centre certificate will be renewed.

2.3Stage 2 – Appeals:

  1. Centres can appeal against approval decisions made by ITC. Visit the homepage of the ITC website and download Appeals Policy (P5) or Complaints Policy (P16).

3.Reminder of key supporting information

3.1ITC policy documents are identified by unique identifier codes (found in brackets in text throughout this document). These can be:

  1. Downloaded from the home page of the ITC site (policy/procedures)
  2. Requested from ITC Office
  3. Downloaded from the user area [Support Resources] of the ITC website by Centre staff

3.2The Centre documents link on the Centre homepage of the ITC Web-Office provides a document archive for each centre. When you are provided with access privileges follow these links:

3.4ITC can supply template policy documents upon request. Policies must be tailored to Centre procedures and evidence of implementation is always the responsibility of the Centre.

5.2By signing section 7.3 of this document the Centre Manager is confirming:

  1. That a workforce of appropriate size and competence is maintained, including managerial, administration and other resources to effectively undertake the efficient delivery of ITC qualifications.
  2. All staff listed above are suitably qualified, experienced and occupationally competent for the qualification(s) applied for.
  3. Staff have, and/or undertake to maintain, personal credentials required for the delivery of the qualifications they are delivering (See ITC document code QEOC1).

6.2Physical Resources

Describe the generic physical resources available at the centre for the delivery of the ITC qualification(s) applied for; including accommodation, general teaching equipment, specialist equipments e.g. manikins, facilities and management information systems.

6.3Delivery and Learner Support Systems

Please describe the centres arrangements for Learner support for each qualification. Attach any evidence to this application:

7.Authorisation & Fees

7.1I agree that the Centre will adhere to the published Fees & Invoice Policy of ITC and know the current polices are to be found on the policy/procedures link on the ITC homepage and in the support resources section of each Centres Web space. Please note:

  1. Centres with small numbers of candidates per year may be charged an EQA Centre Report fee in accordance with current Fees Policy (P3).
  1. ITC will charge all candidate registrations in accordance with the current Fees Policy (P3). Invoices to be paid in accordance with agreed ITC Invoice Policy (P17).

7.2Please reviewthis document including the following points before signing below:

  1. I have fully completed this document (C1)
  2. I acknowledge that I am the named person responsible for the activities of this Centre regarding, quality assurance, training, assessment, policies, insurance, resources and internal verification or moderation for ITC courses and will forward any changes in information to ITC.
  3. I declare that this Centre has never had approval refused, removed or withdrawn by any other Awarding Organisation or Awarding Body.
  4. I will undertake to inform ITC if we wish to use other Awarding Organisation verification systems and procedures and will demonstrate how these meet ITC criteria.
  5. I understand that completing this document is part of the initial approval procedure and that further visits will be required to maintain status and evidence will be required to be uploaded to the ITC Website.
  6. I confirm that Senior Management support the intentions of the Centre to offer ITC qualifications.
  7. This Centre agrees full cooperation with ITC and access to all areas concerned with qualification delivery for moderation & audit purposes (premises, people and records).
  8. The Centre agrees full cooperation with, and regulator (SQA, WG & Ofqual) access to, all areas concerned with the delivery of ITC programmes (premises, people and records).
  9. I know upon satisfying the application requirements of this document and after demonstrating compliance, ITC will forward 2 copies of a legally binding agreement outlining respective obligations (document C9). One copy to be retained by ITC and the other by the named Centre.

4.2 The Centre Manager is the named accountable person for the delivery of this qualification at the Centre. They may have personal address details that ITC requires.

4.3 The other person contact may be a secretary or ITC person with whom there will be routine contact.

4.4 Governance may include names and job titles of people involved in the management of the Centre. A flow chart may be devised to illustrate relationships.

4.5 Centre policies may already be in existence. Template ITC policies are available for Centres to base their own policies upon. ITC will require a copy of all relevant policies. For compatibility we request as pdf. When provided with user access Centres will upload updated policies at least annually.
