DEFINITION

Under general supervision, plans, directs and reviews work of subordinates. Performs structural inspections and conducts re-inspections as necessary. Prepares and reviews reports, and provides for the training and instruction of staff. Assists Section Manger as required. Performs related work as assigned.

CLASS CHARACTERISTICS

This classification performs a variety of supervisor duties. The incumbent provides assistance and on the job training to subordinates. Conducts structural inspections alone or as member of a team, and reports to the Section Manager all potential or actual structural defects to ensure the integrity and safety of District Structures. Incumbents assist the Section Manager in the review of inspection data and other duties as assigned

EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:

1.  Provides specific instruction and direction to subordinates.

2.  Provides routine administrative functions such as daily manpower reports, time card review and inputing of manpower data into the District’s computer system.

3.  Maintains sound management-employee relations with subordinates, including proper administration of discipline, effective communication, inspection practices, and safety standards; requisitions necessary supplies, tools and equipment.

4.  Assists in providing technical instruction; performs inspector training and certification testing.

5.  Assists in planning and preparing structural inspections; assists subordinates as necessary to maintain the progress of inspection tasks, and ensure that work is performed in a safe and efficient manner.

6.  Reviews and approves computer data base data entered by subordinates; reads and interprets

diagrams, structural drawings, symbols, and other documents.

7.  Inspects and records deterioration in structural components; utilizes specialized equipment, sketches defects, photographs problem areas, takes measurements, and does calculations related to structural inspection; assists the Engineer and Section Manager in the evaluation of structural defects and preparation of special reports.

8.  Reviews inspection procedures and processes, and develops recommendations for improvement; notifies supervisor and Power and Way trouble desk of serious or hazardous conditions.

QUALIFICATIONS

Knowledge of:

Techniques of inspection of concrete and steel structures.

Defects found in concrete and steel structures.

District inspection program and procedures.

Heavy construction or structural maintenance.

Construction contracts and related documents.

Concrete repair and technology; structural inspection computer information system.

Skill in:

Planning, organizing, scheduling and directing inspection projects.

Written and verbal communications.

Interpreting construction contracts and related inspection documents.

Use of specialized inspection tools and equipment.

Sketching, identifying and describing structural defects.

Mathematics; computer skills.

Basic surveying concepts.

MINIMUM QUALIFICATIONS

Education:

Possession of a high school diploma, GED or recognized equivalent.

Experience:

Three (3) years of (full-time equivalent) verifiable journey level experience in structural inspection, heavy construction or structural maintenance or Certification as a BART Structures Inspector.

Other Requirements:

Must possess a valid California Driver's License and have a satisfactory driving record.

Must be District certified as a Structural Inspector.

Must be willing to work different shifts as required to inspect various structures.

Must have the physical mobility to walk, climb, stoop, bend, crawl, twist, work underground, and

heights up to 60 ft. and walk on uneven surfaces.

Must climb and work from ladders.

Must have the physical ability to lift and carry 50 pounds for 100 yards or more.

WORKING CONDITIONS

Environmental Conditions:

Field environment; construction site environment; exposure to heat, cold, moving vehicle, electrical energy and inclement weather conditions.

Physical Conditions:

Requires maintaining physical condition necessary for walking, standing, climbing, stooping, bending, twisting, working underground, working at heights up to 60 feet, walking on uneven surfaces, and lift and carry 50 pounds for 100 yards or more.
