To achieve the vision for success outlined in the Strategic Plan 2010 (SP2010), we must align our resources with our goals. To do this we are implementing a new model that engages faculty and staff in decisions to allocate resources to our goals. The Strategic Allocation of Resources (StAR) model formalizes this process. This fall we begin the process with this Call for Proposals. Faculty and staff are invited to submit proposals consistent with the attached format.
The StAR process will allocate new money and will not directly impact departmental budgets. Departmental budgets are intended to maintain essential operations including travel, minor equipment purchases, maintenance of equipment, and supplies. Departmental budgets are not intended to fund program development, major equipment purchases, new positions, or other non-operational expenses.
All proposals will be reviewed by an Executive Team comprised of the President’s Cabinet, Chairs of the Strategic Planning Committee and Budget Advisory Committee (BAC), Deans, Presiding Officer of Senate, Student Association President, and others as designated by the President. Decisions to award funding for a proposal will be based on congruence with the six pillars of the SP2010.

The Executive Team will use the criteria listed in the proposal format section to rank proposals. Criteria include areas identified by the Executive Team that will enhance our efforts to make progress towards the goals of SP2010. It is expected that the criteria will change from year-to-year as progress on the five-year SP2010 ebbs and flows.
All proposals will be reviewed by the Executive Team in January. The final rankings of proposals will be presented to the campus by the BAC, along with a general update on budget conditions. Based on campus feedback, the BAC will make a recommendation to Cabinet of how much new StAR funding is to be released.
The President’s Cabinet will make final approval of funding to be allocated, and announcements will be made in April as to which proposals are funded.

Frequently Asked Questions
Q. May I submit more than one proposal?
A. Yes.
Q. Is there a minimum funding request?
A. Yes, $5,000.
Q. Is there a maximum funding request?
A. No.
Q. May I request a new position through StAR?
A. Requests for new teaching positions will be handled outside of this process.
Administrative positions may be requested through StAR.
Q. Will all proposals be reviewed by the Executive Team?
A. Yes.
Q. When can I start spending if my proposal is funded?
A. July 1, 2013
Q. How much money will be allocated for StAR proposals?
A. The BAC will make a recommendation to Cabinet of how much new funding to release for the StAR. The amount of money budgeted for StAR will be made after proposals are received so as not to hinder creative thinking.
Q. Can my proposal request money for more than one year?
A. Yes. We recognize that some initiatives will take more than one year to accomplish and of course new positions are a recurring commitment. It will not be necessary to reapply each year.

Proposals must follow the page limits delineated below. Use 1” margins on all sides; narratives should be single spaced using Times New Roman 12 pt font or equivalent.
