Parish Council meeti9ng held in Chorley Village Hall on Monday 23rd January 2017 at 7.30pm.

Present: Cllrs H Barratt (Chairman), R Abbiss, D Young, S Crawford.

0) Public participation:

No members of the public present.

Mr Abbiss attended the meeting to explain that the 3 planning applications were required as they intended to increase the number of cattle from 160-250.

Environmentally the access will be far better and will keep the cattle to one side of the lane which should create fewer problems all round.

Chairman thanked Mr Abbiss for attending.

1) Apologies for absence:

Cllrs S Allen (holiday), J Hill (family illness), B Hamilton-Russell (dispensation).

Unitary Cllr Butler (annual leave). It was RESOLVED to accept these apologies.

No apologies received from Cllr Casswell.

2) Declaration of Interests:

The Localism Act 2011, Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.
Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable pecuniary interest, whether or not the interest is entered in the register of member’s interests maintained by the Monitoring Officer.

Cllr Abbiss declared an interest in the planning applications items 5d, e and f. Item 5a was nothing to do with her although it crossed their land.

3) To confirm minutes of the meeting held on 19th December 2016:

It was RESOLVED to accept these minutes and Chairman signed these accordingly.

4) Matters Arising from the minutes:

(a) Progress report from Clerk:

The ‘local connection letter’ was for Matthew Dorrell and Clerk confirmed that this had been sent to Matthew.

(b) Any other matters arising:

Personnel Committee meeting required urgently.

5) Planning applications/permissions/refusals:

Proposal: Installation of a ground floor casement window with obscure glazing; Extend existing 0.9m high boundary picket fencing

Applicant: Mr Terence Montague

Concern was expressed regarding:

·  visibility from this drive if this fence is erected as this leads out onto the busy narrow road

·  Conservation Area

·  The area of land which this fence will incorporate was always the village ‘pound’ and Cllrs requested that ownership of this should be checked.

·  No objections to the window

It was RESOLVED that a ‘representation’ should be made on the SC Planning Portal.

Cllr Abbiss had declared an interest in the following 3 applications and left the room whiles these were discussed.

Councillors raised no objections to 3 sets of plans for Pickthorn Farm. Councillors were pleased to see that dairy farming was expanding in our area.

6) Precept:

Clerk had distributed a spreadsheet with previous year’s figures which also included the Clerk’s suggestion. After discussions and looking at each item individually it was RESOLVED to request a precept of £30,897.50 – see attached spreadsheet.

7) Financial matters:

a) Outstanding payments:

Clerk’s salary (bank transfer) - £xxx. Clerk had been asked to calculate the pay increase due from April 2016 to date and this was calculated in the wages authorised.

Chairman felt that interest should be paid on the back pay and will look into this.

HMRC PAYE - £167.07

Viking Direct - £92.67

Mrs E Preston (Locum Clerk account) - £117.00. Clerk was asked to thank Ella for helping out.

SLCC subs renewal - £139.00. Clerk pointed out that last year Chelmarsh PC made a contribution but suggested that as this was overdue that the full amount is paid and Chelmarsh will be asked to make a contribution.

Any other accounts received after issue of the agenda.

M Pearce - £95 for footpath mowing (£50) and bus shelter repairs (£45).

There being no other accounts it was RESOLVED that these cheques be paid and Clerk transfers her salary via internet banking.

c) Clerk’s Pension/Salary:

Clerk had registered for the Nest Pension Scheme as this needed to be done immediately. 1% was payable by the PC and 1% by the Clerk which amounted to £9.17 which has to be paid by Direct Debit. Clerk confirmed that this had been deducted from her salary.

Clerk felt that due to her age there was no need to enrol into a pension and that she can opt out after 1 month. Cllr Barratt would look at the projected figures for this.

d) Quarterly Bank reconciliation:

Clerk produced this and was approved accordingly by Cllrs.

8) Unitary Cllr’s report:

·  Cllr Shineton reported on the present position of the Health in the area and confirmed dates of meetings – Clerk had put these in the newsletter.

·  March 13th begins the purdah for Cllrs due to the forthcoming elections.

·  Cleobury Mortimer-Kidderminster road to be closed for 6 weeks commencing 30th January from 8pm-6am from Newbridge Nurseries junction to Mawley Oak Garage. Traffic lights will be in operation during the day.

9) SALC report:

Cllrs Abbiss reported that there had been no Executive meeting since the last PC meeting but the Area Meeting was tomorrow night at the Severn Centre, Highley at 7.00pm. Chairman and Clerk will attend.

Liaison meeting with SC next week.

In talks with NALC regarding fees.

10) Parish matters/problems:

a) Parish problems:

·  Fibre Broadband available in parts of Stottesdon and Chorley but disappointment expressed that not everyone can have this.

·  ‘Quicks’ planted outside Burns Farmhouse – concern expressed that this could cause problems once they have become established on this bend. Clerk was asked to check this with SC.

·  Footpath from Glebe Drive to Church – very muddy due to the horse being in the field and original footpaths cannot be seen. Clerk was asked to write to SC regarding this.

·  Clerk confirmed that she had received a query as to why the footpath in Station Road had been resurfaced when there are potholes on Moon House Bank which needed filling. Clerk read reply from SC confirming that this was to protect the surface of the footpath and that the potholes had been added to the list for filling.

b) Parish Watch:

·  White van and small green car been around the parish asking for batteries.

·  2 men seen in the woods at Chorley who were ‘looking for dogs’.

Letter from Will Evans re: litter pick in village for Duke of Edinburgh Award Scheme – Cllrs considered this a very good idea and asked Clerk to reply suggesting that photographs are sent to Clerk for publication in the press. Clerk had also been in touch with SC who will collect the rubbish collected.

12) Date of next meeting: - 27th February 2017 and to approve ‘provisional dates’ for next year

27th February 2017 – Cllr Crawford gave her apologies in advance.

The list of dates was approved but obviously if there is a need to change any date this will be approved by Cllrs.

Confidential Item:

That under the Public Bodies (Admission to Meetings) Act 1960, the public and representatives of the press and broadcast media be excluded from the meeting during the consideration of the following items of business as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted.

13) Asset of Community Value in Stottesdon – Action Plan

Clerk confirmed that this is the old Fox and Hounds car park and following from the decision made at the last PC meeting the District Valuer had been asked to value this plot of land – it was hoped to receive this for the meeting tonight.

Clerk pointed out that the main points for consideration are:

·  District Valuer’s report

·  Arrange a Public meeting

·  Letter to Dr’s inviting them to a Public meeting

·  Discuss funds – Public Works Loan etc?

·  Costs involved

·  Deadline date – 25th April 2017

After discussions it was RESOLVED to hold the public meeting on the 27th February and re-arrange the PC meeting until the Wednesday night 1st March.

Clerk was asked to produce posters and distribute around the village.

There being no other business the meeting closed at 9.30pm.
