HOMELESS EDUCATION MONITORING

The McKinney-Vento Homeless Assistance Act, reauthorized as Title X, Part C, of the No Child Left Behind Act, requires that State Education Agency (SEA) conduct monitoring of Local Education Agencies (LEAs) with and without subgrants. The monitoring must be sufficient to ensure compliance with McKinney-Vento program requirements.

This on-site monitoring report will be used to:

  1. Provide LEAs with McKinney Vento subgrants an on site-monitoring visit to assist with the administration of the Homeless Education program.
  2. Ensure that the LEA has implemented its project according to the application it submitted to the SEA.
  3. Ensure that the LEA has implemented a program that assures the enrollment, attendance, and school success of homeless students.
  4. Ensure that the project is in compliance with federal and state requirements concerning the program.
  5. Provide information to the SEA to design technical assistance to individual school systems to meet their individual needs.

This on-site monitoring report will be used for each Education of Homeless Children and Youth project on a rotating schedule, for compliance with the approved project application and grant contract. The rotation will be once every three years, or more often, if necessary.
