August 21, 2014

Meeting Highlights
I. a. Acceptance of June 5, 2014 minutes. Thumbs Up.
b. Acceptance of August 11, 2014 minutes. Thumbs Up, with corrections.
i. Corrections to item IV changing the following sentence: “The LOU for clean-up was signed in 2011” to read “There was discussion regarding the clean-up of salary schedules in 2011” and item V correcting a typo.
II. Sub-Committee (SC) Updates:
a. Compensation SC – The SC met on August 21, 2014 and continued discussion of salary, benefits, and supplements. A budget update and a review of the 2013-2014 results will be presented at the next meeting which is scheduled for September 15, 2014.
b. Insurance Committee (IC) – A meeting is scheduled for August 28, 2014. Renewal rates will be received at this meeting. The Board has agreed to a continuation of the agreement to contribute $750 to the Health Savings Account (HSA) for employees enrolled in the high deductible health plan. The current Cafeteria Plan sunsets December 31, 2014.
c. CWA Bargaining/Contract Language – The SC has almost completed the Contract Language changes. There are a couple of minor items that need to be cleaned up then the CWA will take the Contract to ratification.
d. CTA Bargaining/Contract Language – A meeting will be scheduled.
e. CU Bargaining/Contract Language – A meeting will be scheduled.
f. Use of Teachers’ Time – No report.
g. Safety & Security – A meeting is scheduled for August 28, 2014.
h. Supplement – The SC met and came to agreement on several items. There is a restoration of athletic supplements which were cut several years ago; and the SAC supplement was not reinstated. The SC also discussed adding an Elementary Music supplement. Work is ongoing.
III. Building Level Planning Team (BLPT) – The CTA presented concerns that the BLPT has been put on hold. There was discussion on whether Contract Language concerning BLPT was still in effect. The Steering Committee decided to create a BLPT Sub-Committee to determine the operational status of the BLPT and make recommendations for revisions.
Charge: The SC will review current Contract Language for BLPT and produce recommendations regarding current Contract Language or other revisions. Timeframe: Initial set of recommendations by October 2, 2014. Facilitator: Terence O’Leary. Members: Vanessa Tillman and Mark Rendell will send 4 names each to Terence O’Leary.
The CTA has determined that the Contract is being violated, however in the collaborative vein, they agree to go forward with the SC. Also, the CTA stated that they expect Principals to have elections for the BLPT and a calendar for BLPT meetings by September 1. If this does not happen, the CTA will go forward with other actions.
IV. Other Issues and Concerns
a. Interest Based Decision Making (IBDM) – Discussion concerning retraining for the IBDM process.
b. Sick Leave Bank (SLB) – Discussion regarding the importance of promoting the SLB and encouraging employees to join the SLB. The CTA requested that it be noted that Administrators are eligible to enroll in the SLB. Once the window closes for open enrollment, Maurice Bonner will schedule a meeting with the CTA to review data concerning enrollment and balance of days in the SLB.

VI. The next meeting is scheduled for Thursday, September 4, 2014, at 3:00 p.m. Location: The Board Room at the District Offices located at 4204 Okeechobee Road, Fort Pierce. The Facilitator will be Helen Roberts.
