Chair Daniese McMullin-Powell opened the meeting at 12:00 noon and welcomes everyone. /

ACTION

Everyone introduced themselves and their affiliation to the disabled community.
Minutes / Review of August 17, 2009 Minutes / A motion was made, seconded, and approved to accept the minutes as submitted.
Chair Report (Daniese McMullin-Powell) / Daniese gave an overview of her trip to Atlanta, GA on October 10/14, 2009 to join ADAPTs civil rights movement on the tenth anniversary of the landmark Olmstead decision to end institutional bias by passing the Community Choice Act that gives Americans the choice to stay in their own home to receive services & support they need in their daily lives. / ·  A march from CNN Center, past Ebenezer Baptist Church to the King Center to pay respect to Dr. Martin Luther, King Jr., as a leader of the civil rights movement.
·  After ADAPT members occupied the first and second floors of the Georgia Capitol, the Governor committed to a meeting between ADAPT and the Governor’s Chief of Staff.
·  After arriving and entering the Regional Federal Health and Human Services Building they were forced out of the building – the OCR regional director, along with Regional Health and Human Services attorneys, and Regional Centers for Medicare and Medicaid agreed to meet with ADAPT leadership to look over ADAPT demands the next day. HUD agreed to restart monthly national meetings with

ACTION

ADAPT. The Governor’s Chief of Staff and head of Medicaid promised to look into the Olmstead Act and out why and where they were out of compliance.
·  ADAPTers entered the CNN bldg. in protest of a CNN medical correspondent who ran a report on health care reform and disability and referred to the Community Choice Act as a bill that would improve access to hospitals. After negotiations with CNN officials they agreed to air footage about our action and would explore ways to do a story on our demands.
DVR Report (Griff Campbell)
/ Griff reported on the following:
Contracts:
Federal 704 Report:
Current State Plan Amendment: / The 2009/2010 Peer Support, IL Skills Training Contracts are completed and will be handed out at this meeting to obtain all the signatures needed.
Griff is working on the Federal 704 Report that will be due December 31, 2009.
A Public meeting was held on 10/16/09 at the Freedom Center to discuss the amendment to the State Plan. Thirteen people attended the meeting.
The SILC State Plan for Federal FY 2011/2013 will be due by July 2010. The SILC members should start in January 2010 to hold meetings to get prepared for this report and hold Public Meetings to receive comments from the public.

ACTION

The 2009/2010 Guide to Services and Resources for Delawareans with Visual Impairments is now completed. Elisha will send out copies.
The Independent Living Services Program has released the Fall Workshop schedule.
Elisha has been working on DVI’s part of the 704 Report.

Independent Resources, Inc. Report (Larry Henderson)
/ Larry reported on the following:
New Hires:

704 Report: / IRI is interviewing for two positions:
1.  One to run their Transition program.
2.  A Transition Services Specialist for the Deaf and Hard of Hearing program in Kent and Sussex area.
Both DJ and location are locked in and tickets have been printed (both 50/50 and event) are being sold.
Larry is currently working on the Federal Report.

Middletown Peer Support Group:
DISCUSSION
Independent Living Skills Training:
Newark Peer Support Group: / The Freedom Center conducted two meetings per month. There were forty-two consumers who participated in the program.
ACTION
Thirty-nine IL Skills Training sessions were offered during FY 2009. Meetings were open to family members and the public.
Meetings were held at the Newark Senior Center with thirty-seven consumers participating.
Five IL Skills Training sessions were offered in FY 2009. Thirty-seven consumers took part in the sessions that included family members and the public. They will be holding monthly meetings and offer their own transportation to and from the Center. Future sessions are listed on the electronic calendar at the entrance of the Center and also in their monthly event and newsletter.
Subcommittee Reports
/ No Reports submitted. / Christine suggested that the meetings start at 12:00 noon since the subcommittees do not meet at 11:00.
New Business / State Plan Amendment:
The 2010 SILC Congress will be held January 3-6, 2010 in Las Vegas, NV.
December Holiday Meeting: / Daniese called for a motion to accept or reject the amendment to the State Plan. A motion was made, seconded, and approved to accept the Amendment to the State Plan.
Daniese, Christine, and Griff will submit their travel forms for approval to attend.
Several restaurants were suggested for the meeting. The secretary will call for prices and accessibility and get back to the Chair.
Griff suggested the 2010 meetings all be held at the Appoquinimink State Service Center. After a discussion, the members decided to keep the meetings the same; alternating between Freedom Center, IRI, and the State 2010 Meeting locations Service Center.
