PERSONNEL ASSISTANT

DESCRIPTION: Under general supervision, performs technical support activities in one or more areas of personnel administration such as payroll, personnel records, employee benefits/services, employee recruitment, and/or position classification, and prepares and processes personnel documents and/or transactions; performs related work as required.

EXAMPLES OF WORK: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned.)

Explains personnel rules, regulations, procedures of the personnel system and employing agency, and employee benefits and services to answer inquiries of state employees, the public, and service providers, and to resolve employee problems.

Schedules interviews with and interviews applicants to obtain information about their educational and employment background for current and/or anticipated position vacancies and to determine the qualifications relative to the job preparation guidelines for the classes.

Compiles data to write personnel project/work activity reports and provide agency management and/or supervisors with information necessary for making decisions on work load, staffing, personnel/payroll transactions, and budgeting.

Monitors personnel documents and/or transactions pertinent to position/employee allocations to determine the nature of the transaction and to check for accuracy and appropriateness of employee information, salary computations, position classifications, and/or proper signatures in accordance with established rules, regulations, and procedures.

Researches problems involving the completion and submission of personnel and/or position action forms to the State’s computerized personnel/payroll information system to facilitate the processing of transactions.

Confers with agency staff and other state employees to request or provide assistance in assessing and processing personnel transactions and/or documents.

Files personnel records, and position/payroll data to ensure the security and appropriate storage and retrieval of information pertinent to personnel transactions and/or services.

Coordinates the work activities of office support staff in the processing of personnel documents/or transactions and/or in maintaining personnel records, files, and reports to facilitate the distribution and completion of work assignments.

Develops and maintains affirmative action statistics and prepares periodic affirmative action reports to comply with federal reporting requirements and agency and state affirmative action policy.

FULL PERFORMANCE KNOWLEDGES, ABILITIES, AND SKILLS REQUIRED: (These may be acquired on the job and are needed to perform the work assigned.)

Knowledge of: the organizational structure and the administrative and personnel rules, policies, and procedures of the employing agency; the rules and procedures of the personnel system pertaining to the assigned functions; the operations manual and record keeping and processing requirements of the state’s computerized personnel and payroll information system; the benefits and services available to state employees’ the principles and practices of interviewing; affirmative action policies and practices.

Ability to: interpret and apply agency and personnel system rules, policies, procedures, and guidelines to one or more personnel functions and processes; recommend policies and procedures related to personnel; compile data from source documents and records; write reports on personnel transactions and program activities; compare and match applicant’s qualifications with established guidelines for specific classes; provide and obtain applicant/employee information through conversations, interviews, and written correspondence; assign and review the work of office support staff.

ENTRY KNOWLEDGES, ABILITIES, AND SKILLS REQUIRED: (Applicants will be screened for possession of these through written, oral, performance and/or other evaluations.)

Knowledge of: English grammar, spelling, punctuation, and composition; written business communications formats.

Ability to: communicate orally and in writing with agency staff, state employees, and the public to exchange factual information and interpret rules and guidelines; set personal work priorities and schedule personal work time; understand and apply oral or written instructions; evaluate similarities and differences between two sets of information; operate office equipment such as typewriters, photocopiers, calculators, and tape recorders; set up and maintain a record keeping system.

JOB PREPARATION GUIDELINES: (Entry knowledge, abilities, and/or skills may be acquired through, BUT ARE NOT LIMITED TO, the following coursework/training and/or experience.)

Experience in comparing and evaluating vouchers, claims, applications, or other transactions/documents with established criteria, guidelines, or standards to determine the acceptability of the transactions and in interpreting and explaining to others the decision based upon these criteria, guidelines, or standards.

OR

Experience in a personnel office or program in a staff support capacity with primary responsibility for explaining and ensuring adherence by others to the requirements of personnel rules, policies, and procedures; or preparing and processing personnel transactions and/or documents.
