KS IT Hybrid Cloud Services

1.0Purpose

The purpose of the IT Hybrid Cloud Services Contract User Guide is to provide information to State of Kansas Agencies and non-State governmental or quasi-governmental Entities (e.g., universities, counties and municipalities, etc.), and which are not currently listed in the contractual document entitled Executive Branch Information Technology-01 (EBIT01) Exhibit 6 – The State Locations, as to how to utilize this Contract to engage the Services from the Contractor (Unisys Corporation) which are available under the Contract.

2.0Agreement Overview

This is a State-wide Contract providing Services that align with the State’s forward looking strategy.

It is anticipated that the Services will:

  • Provide cost savings, improve service, and reduce ongoing operating risks for the State; and
  • Avoid capital investments required to refresh outdated electrical and mechanical infrastructure, e.g., the State's current data centers.

All compute and data storage infrastructure will be the responsibility of the Contractor, and the Contractor will manage the compute infrastructure and the operating systems. The Contractor is responsible for all operational support (deployment, refresh, patching, troubleshooting, asset management, etc.), while the State will retain application development and support.

3.0Available Services

The following Services may be contracted for under this Contract, and are further explained in detail in the document entitled EBIT01 Exhibit 2 - Statement of Work. Additionally, hourly-rate (time and materials) Services are available based on the Project Rate Card located in the document entitled EBIT01 Attachment 4-A Pricing Tables.

The Contract scope of Services will provide for a private virtual environment and managed Services hosted by the Contractor, with the ability to migrate and manage workloads to a public cloud solution (Amazon Web Services and/or Azure) within specific security and regulatory guidelines.

4.0Consumption Based Pricing

The Services as detailed in the Contract and supporting Exhibits and Attachments will be charged on a consumption (actual usage) basis. Actual utilization of the Resource Units will be documented and reported by the Contractor to the State on a monthly basis. Please refer to EBIT01 - Exhibit 4 Pricing and Financial Provisions for more details on Services pricing and fees.

5.0Description of Contract Exhibits under EBIT01

6.0Agreement Workflow

The following workflow has been defined to enable a State Agency or Entity and non-State governmental or quasi-governmental Entities Agency or Entity not currently listed in EBIT01 Exhibit 6 - The State Locations to engage the Services:

1.The applicable Agency or Entity will provide notice to State Procurement and Contracts of its intent to receive Services under the Contract.

2.A question and answer period may occur during which the Agency or Entity can seek clarification from the State or Contractor regarding the Contract and the Services.

3.EBIT01 Exhibit 6 – The State Locations is reviewed for amendment including details on the Agency or Entities, as applicable:

  • Locations
  • Inventory of equipment and software assets
  • Third Party contracts
  • Authorized Users

4.To the extent applicable, the Contractor develops a draft Transition Plan, as well as any other applicable contractual documents, for the Agency or Entity to review, and which details the actions to be taken by both parties to facilitate the utilization of the Services.

5.The Transition Plan and other applicable contractual documents are mutually agreed and executed between the Contractor and the Agency or Entity, including appending the State Agency or Entity to the listing in EBIT01 Exhibit 6 – The State Locations

6.Upon successful execution of the individual Transition Plan and any other new or amended contractual documents, the new Authorized Entity or Agency will begin receiving the applicable Services.
