Members of the Arizona Acupuncture Board of Examiners met at 1:00 p.m. on Wednesday, July 23, 2014, at 1400 West Washington, Conference Room B-1, Phoenix, Arizona and via teleconference.

Chairman Rhodes called the meeting to order at 1:01 p.m.

Board Member Montoya declared a conflict of interest on Agenda Item 5 (A), Receipt of Compliance Report as outlined in Consent Agreement with Aeimee Diaz, L.AC.

The Board reviewed the license applicant chart and Board Member Bronson moved for the approval of the applicants for licensure listed below with Board Member Seitz providing a second. The motion carried by unanimous vote: 8-0.

B.  Review, discussion and action on request for comments on training and education by physical therapists performing dry needling from the Arizona State Board of Physical Therapy (PT Board).

The PT Board has presented the following questions for consideration. The Board answered, with the assistance of Theresa Ulmer from the Aarons Company, each of the following questions in order to prepare the official response back to the PT Board.

Standards Under Consideration:

--Should the Board require the completion of a dry needling educational course of instruction approved by one of the following entities: Commission on Accreditation in Physical Therapy Education, American Physical Therapy Association, State Chapters of the American Physical Therapy Association, and the Federation of State Boards of Physical Therapy?

Board Response: Commission on Accreditation in Physical Therapy Education and

the Federation of State Boards of Physical Therapy.

--Should the course of instruction include a minimum number of hours of instruction? If so, how many hours?

Board Response: somewhere in the area of 100-120 hours of coursework is appropriate. Research on what schools of physical therapy require will provide a better idea of what sort of standard to establish.

--Should the instruction include:

--Examinations? If so, which of the following, or all of the following

--A written examination, and

--An oral examination, and

--A practical examination.

Board Response: The PT Board should adopt a written examination to verify the physical therapists passage of the examination.

--Should mandatory topics of instruction include?

--Sterile Needle Procedures as determined by either

--The U.S. Centers for Disease Control and Prevention, or

--The U.S. Occupational Safety and Health Administration

Board Response: The Clean Needle Technique course, as provided by Council of Colleges of Acupuncture and Oriental Medicine, should be part of the dry needling coursework.

--Should advanced anatomical review be required?

Board Response: No.

--Should instruction on blood borne pathogens be required?

Board Response: Should be part of clean needle training.

--Should instruction on contraindications and indications for Dry Needling be required?

Board Response: Yes.

--Should instruction be mandated to be in person, no internet based components in the education?

Board Response: Yes.

--All treatment of Dry Needling must conform to documentation requirements under A.A.C. R4-24-304.

Board Response: Yes.

--The intervention of dry needling cannot be delegated to assistive personnel.

Board Response: Should not be delegated.

--Should the Board consider a mandatory number of years of experience as a licensed physical therapist before completing the standards and legally performing the intervention of dry needling?

Board Response: No.

--Should consent for treatment follow current law under A.A.C. R4-24-301 or should a separate consent for treatment be required?

Board Response: Need to research this requirement before responding.

--Should the Board consider a required period of supervised clinical practice required after completing the required education?

Board Response: The coursework content, to included this supervision, should be determined by the PT Board.

--Should a process for verifying compliance with the standards; be either of the following:

--The Board will implement a free registration process in which a physical therapist will provide proof of compliance with training and education standards and receive confirmation of registration; or

--The licensed physical therapist will be required to provide proof of compliance with the training and education standards upon request form a patient or the Board?

Board Response: The PT Board should issue a certificate, after receiving test results, to the physical therapist.

The Board reviewed the information presented and Board Member Seitz moved to authorize the Executive Director and the Aarons Company to prepare and submit responses to the Arizona State Board of Physical Therapy with Board Member Bronson providing a second. The motion carried by unanimous vote: 8-0.
