10/01/10Program Managers and MPO’s are solicited to establish needs for statewide line items.

10/31/10Program Managers to have all projects planned for 2012-2015 programmed into Ellis.

10/31/10The County Engineers Association submits fiscally balanced STIP project lists to Office of Systems Planning and Program Management. Office of Systems Planning and Program Management will distribute lists to affected offices and agencies.

11/1/10Transit agencies to submit FY2012-2015 Transit project list to MPO and ODOT CO Transit.

11/12/10ODOT CO Transit to have FY2012-2015 Transit Projects programmed in Ellis.

11/15/10MPO and non- MPO project lists (ELLIS STIP project list) is submitted to all District Office, Central Office Program Managers, and MPO’s for review of commitment dates and costs; report includes all projects in Ellis. Notification of any changes to statewide line items will be given at this time.

12/06/10Review of project schedules, costs and coordination completed by MPO’s for all Joint District/MPO, MPO/County Engineer, MPO/local sponsors, and MPO/transit agency.

12/06/10The coordination and exchange of information of all Adjacent District/adjacent District, adjacent MPO/adjacent MPO, adjacent District/adjacent MPO, and adjacent MPO/adjacent District is completed.

12/15/10Districts complete programming of all new projects into Ellis for FY 2012-2015 and copy applicable MPO. Transit systems and MPOs complete transit project tables.

01/05/11Districts and Central Office Program Managers complete review of STIP project list for FY 2012-2015. Project schedules and costs are reviewed for all projects. Programmed projects commitment dates are reviewed to see if the project is on schedule. Notice sent to the Office of Systems Planning and Program Management and the applicable MPO of any revisions to project phase fiscal year or to project cost after this date, due to impact on fiscal analysis.

01/05/11Districts with rural nonattainment areas submit draft rural nonexempt projects to Office of Systems Planning and Program Management for analysis by the Office of Multi Modal.

01/15/11ODOT FY 2012-2015 Program is set in Ellis as approved by Program Managers, which includes the MPO programs.

02/02/11District to schedule and publicize public meeting(s) to be held during the two-week STIP public availability period.

02/13/11MPOs to submit five (5) copies of first Draft TIPs to the Office of Systems Planning and Program Management and their District Office. Electronic copies are acceptable.

02/13/11The Office of Transit will develop a draft Transit Capital Project List from the draft TIP table and will post list on Office of Transit website.

02/14/11Districts notify Central Office of date(s) for STIP Public Meeting(s) to be held during public availability period.

02/22/11Office of Systems Planning and Program Management complete legal notices and submit to Office of Contracts.

03/07/11Office of Multi Modal Planning Technical Services completes air quality analyses for rural areas.

03/07/11MPO completes air quality analyses and documentation.

03/07/11All review agencies, FHWA/FTA/ODOT Central Office, complete STIP/TIP review and fiscal analysis and provide comments to Districts and MPOs. To expedite the review process, MPOs will be copied on review agency TIP comments. Direct receipt of these comments does not preclude the need for coordination, regarding the appropriate response to the comments, among the MPO and District offices and the other review agencies.

03/29/11One copy of each second draft TIP (addressing review agencies comments) with complete conformity documentation due in each District, each MPO, and five (5) paper and five (5) CD copies in the Office of Systems Planning and Program Management for two week public involvement period.

03/29/11Legal Notices of Draft STIP availability is published in the largest daily newspapers within each county.

03/29/11Office of Communications scheduled Press Release regarding public availability of Draft STIP.

03/30/11Office of Systems Planning and Program Management will distribute copies of draft STIP to Districts. Districts will distribute copy to MPO(s).

05/01/11Final TIPs submitted to the Office of Systems Planning and Program Management. (5 paper copies and five (5) CD copies). Final Transit tables submitted electronically to the Office of Transit at

05/01/11Completed Final STIP and Air Quality Conformity submitted to FHWA/FTA for approval. Air Quality Conformity documentation sent to U.S. EPA for review.

06/30/11Approval and Conformity due from FHWA/FTA including coordination with U.S. EPA.
