State Funds Appropriated for Affordable Housing Programs, FY 2017/2018[*]

Note: The Governor has not yet completed review/approval of the General Appropriations Act.

Florida will have a total of $250 million available for state affordable housing programs. This is an increase over the $200.1 million appropriated last year. In summary:

State Apartment Incentive Loan Program Funds: approximately $99 million[†]

Florida Housing Finance Corporation – May 15, 2017

  • 5-10% of the units in family, elderly and homeless developments must be set aside for persons with special needs
  • 8% reserved for development of housing for homeless households; 14% reserved for development of housing for persons with special needs (per Triennial Market Study)

Workforce SAIL Program Funds: $40 million

  • Housing to serve up to 80% AMI households, and up to 140% AMI in the Florida Keys

Grants for Housing for Persons with Developmental Disabilities: $10 million

State Housing Initiatives Partnership (SHIP): $94,225,000

Homeless Programs and Training (via DCF and DEO): $5.2 million

Catalyst Training and Technical Assistance Program: $500,000

Training by the Florida Supportive Housing Coalition: $75,000

Administration by FHFC of the Task Force on Affordable Housing: $100,000

Task Force on Affordable Housing Implementing Bill Language

  • 14-member group administered by Florida Housing.
  • Shall convene no later than September 1 and submit final report to Governor/Legislature by January 1, 2018.
  • Purpose: to develop recommendations addressing the state’s affordable housing needs, including, but not limited to a review of the following:
  • Market rate developments;
  • Affordable housing developments, including land use and building codes;
  • The state’s implementation of the low-income housing tax credit;
  • Private and public sector development and construction industries;
  • The rental market for assisted rental housing; and
  • The development of strategies and pathways for low-income housing.
  • The Task Force shall be comprised of:
  • The executive director of the Florida Housing Finance Corporation, who shall serve as chair of the workgroup.
  • The executive director of the Department of Economic Opportunity or his or her designee.
  • Five members appointed by the Governor. Of the five members, one must be an advocate for the homeless, one must be an advocate of the needs of individuals with disabling conditions and persons with special needs as defined in s. 420.0004, Florida Statutes, one must represent the building or development community, and one must be a realtor licensed in this state.
  • Two members appointed by the President of the Senate.
  • Two members appointed by the Speaker of the House of Representatives.
  • The executive director of the Florida Association of Counties or his or her designee.
  • The executive director of the Florida League of Cities or his or her designee.
  • The chair of the Florida Building Commission, or his or her designee, who shall serve as an ex officio, nonvoting advisory member of the workgroup.
