1. Call to order - The meeting was called to order at approximately 10:00 a.m. by Chair, David Irwin

2. Approval of minutes from previous meeting (4/29/15) - The minutes of the previous meeting were approved unanimously.

3. Demonstration of online Tier II Manager system – Siobhan Bruno of IDSi International (the software provider of “Tier II Manager”, the web-based system used in Delaware to collect hazardous chemical inventory and related information from facilities, and distribute the data to support emergency planning and response), conducted a remote demonstration of the software’s features (using a “gotomeeting.com” session). The demonstration included a review of the module used by facilities for reporting, the administration module, and the planning/response module.

4. Establishment of sub-committee to address Tier II Manager system issues – Bob Pritchett stated that during the past two years, the DNREC EPCRA Reporting Program has worked closely with the contractor to improve and customize the facility reporting and administrative modules of the system, and 100% of over 1800 Delaware facilities are now using Tier II Manager to submit EPCRA chemical inventory related reports, with minimal problems. It is appropriate at this time to now focus on Emergency Planners and Responders so that features of Tier II Manager could be customized for their use. To facilitate that input, a subcommittee was formed and tasked with providing Emergency Planning and Response upgrades/changes to Tier II Manager. In addition, the subcommittee will develop a strategy for expanding access to the system to include direct access by local fire departments, as well as a plan for initial and ongoing training for emergency planning and response organizations using the system. The members of the “Emergency Planner/Responder Tier II Access” subcommittee are:

The DNREC EPCRA Reporting Program will provide support for the subcommittee.

5. Review and discussion of current SERC and LEPC Web pages – Bob Pritchett pointed out that meeting dates, agendas and minutes have previously been posted on our SERC / LEPC web pages, and that such minutes are also now posted on the State of Delaware Meeting Calendar. A motion was made to remove these items from our SERC / LEPC web pages, and instead link to the agendas/minutes posted on the State Calendar. The motion carried unanimously. A further review and discussion on other aspects of our SERC/LEPC web pages will be scheduled for a future meeting.
