I.  CALL TO ORDER AND ESTABLISHMENT OF QUORUM

The meeting was called to order at 11:18 a.m. in conference room W064 of the Indiana Professional Licensing Agency, 402 W. Washington Street, Indianapolis, IN 46204. A quorum was established.

Renee Irvin-Tracy did personally appear before the Board to give clarification of her practice as a massage therapist. A motion was made and seconded to approve the application for certification by grandfathering of Ms. Irvin-Tracy.

David Butler did personally appear before the Board along with the instructor of his massage therapy program. Mr. Butler was given the option of withdrawing his application for certification as a massage therapist by grandfathering because his education did not meet the educational requirements required by statute. Mr. Butler chose to allow the Board to vote on his application. A motion was made and seconded to deny the application for certification as a massage therapist by grandfathering.

The Board reviewed the application for certification as a massage therapist by grandfathering for Jo Manship-Loo. A motion was made and seconded to send a letter to Ms. Manship-Loo requesting that she either withdraw her application or submit business/IRS records to verify two consecutive years in the practice of massage therapy. If Ms. Manship-Loo fails to respond to the Board’s letter, her application will be denied at the June 1, 2009 meeting.

The Board reviewed the application for certification as a massage therapist by grandfathering for Jason Fenley. A motion was made and seconded to request additional court records which reflect the completion of all court ordered requirements.

VI.  DISCUSSION

A. Out of state schools – Bazley-Martin application

The Board determined that if an applicant cannot provide proof that their school was approved by the state in which the school is located, the Board will accept proof of having national certification by the NCBTMB as proof of program accreditation.

B.  HB1573

The Board reviewed the new language in the House Bill 1573 which would require an applicant to obtain professional liability insurance and list the State of Indiana as an additional insured. Barbara Lis contacted two major insurance agencies for massage therapy and it has been determined that the State of Indiana can be added to an existing policy.

C. Indiana College of Body Work & Pain Treatment Center

The Board determined that they will review applications on a case by case basis from applicants who attended the Indiana College of Body Work & Pain Treatment Center whose accreditation was revoked by ICOPE in June of 2004.

C.  FSMBT Report

Barbara Lis gave a report on a webinar provided by ABMP which gives information to schools on the mBLEX examination.

D.  Employer Letters

The Board discussed that they will accept employer letters as proof of practice as long as the letter indicates the dates of employment and position held in the company.

E.  Business Records

The Board has determined that they will accept a notarized copy of NCBTMB certificate as proof of business records.

IV.  ADJOURNMENT

There being no further business, and having completed its duties, the meeting of the State Board of Massage Therapy adjourned at 2:09 p.m.
