Quarterly Oregon Workforce Investment Board Meeting Report
Summer Youth
The OWIB heard a very informative report on the success of the Summer Youth Program funded with ARRA dollars this summer. It has been suggested that the SBE hear a version of the report. The board voted to send a letter to our Congressional delegation, US Department of Labor, and the White House focusing on the importance of the program and requesting that funding continue.
Green Jobs Strategy
The Board heard a report from Cylvia Hayes, 3E Strategies, OWIB’s contractor for the Green Jobs Strategy the Legislature required in HB3300. Oregon is a leader in many aspects of sustainable industries and employment. We are poised to continue in our leadership position in the green economy. The OWIB is convening a Green Jobs Council to prioritize state investments in the growth of green jobs and to prepare the strategy for the Legislature.
State Energy Sector Partnership Grant
OWIB is applying for a State Energy Sector Partnership (SESP) Grant, due to US DOL on October 20. Only State Workforce Investment Boards are eligible to apply, so the chances of being funded are greater than for many of the other ARRA competitive grants. The grant is basically for training, placement into green jobs, and job retention. Oregon will also be developing a Green Tech Certificate, initially involving nine of the state’s community colleges. The amount of funding requested is just under $6 million. The Green Jobs Council will act as the Partnership, which is required to guide the activities of the grant. As the proposal is being developed, preliminary outcomes are for 1,222 individuals to be trained, with 898 completing training, and 731 being placed in green jobs.
The OWIB unanimously approved the submission of the SESP grant proposal.

Oregon is internationally known as a leader in renewable energy, sustainable building practices and built environment, progressive land use, environmental laws, cutting-edge mass transit systems, and for its overall ‘green’ lifestyle. As the world seeks innovative solutions that will ensure a sustainable future, it looks here—to Oregon, because this state is where sustainability is taught, tested, and practiced.
Here in Oregon, we put ideas into action, and the results resonate across the country and around the world. We were the first state in the U.S. to install photovoltaics on our capitol building, we have strong tax incentives for companies to build and use renewable energy, and over 30 different “green” training programs at our community colleges. Our green reputation is firmly established, with the framework in place to support dramatic economic growth in renewable energy and energy efficiency. This Greening of Oregon’s Workforce project puts into place the workforce training component needed to support that economic growth
The Green Jobs Council:
The Green Jobs Council will act as Oregon’s State Energy Sector Partnership, directing workforce training efforts to support the development of Oregon’s renewable energy and energy efficiency industries.
Target industries:
Renewable Energy: Solar, wind, and biofuels energy generation, along with their supply chain manufacturers.
Green Building Practices. The energy-efficient building, construction and retrofit industries, along with the associated deconstruction and materials use, and energy efficiency assessment industries.
Advanced Drive Train and Energy Efficient Vehicles. Includes electric vehicle manufacturing, electric stations, and battery manufacturing.
Supply Chain Manufacturing. For all three of the above target industries.
Local Area Project Teams: Seven local project teams were selected with emphasis on responding to local workforce and employer needs. Over the last six years, Oregon’s local WIBs have proven their ability to lead successful sector projects, and therefore will convene each of the local teams. The specific composition of each project team is based on the specific industry needs and partners available in the community.
Portland Metro Area Local Team will serve the Portland metropolitan area, including Multnomah and Washington Counties.
Salem Metro Area Local Team will serve the Salem metropolitan area, including Marion, Polk and Yamhill Counties.
Linn-Benton-Lincoln County Local Team will serve Linn, Benton and Lincoln Counties.
Lane County Local Team will serve Lane County, including the city of Eugene,
Rogue Valley Local Team will serve Jackson and Josephine counties in south-central Oregon.
Clackamas County Local Team will serve Clackamas County.
The Rural Oregon Local Team will serve rural Oregon.
