ISSUE BEFORE THE BOARD: Adopt revised board meeting schedule for 2009 and 2010.

BACKGROUND: The board adopted its 2009 calendar in Feb. 2008 and its 2010 calendar in April 2009. However, two developments require the board to modify its adopted schedule: budget reductions and mandatory furlough days that fall on the board’s Friday meeting day.

Staff will likely be expected to take 10-4 furlough days (depending on salary) throughout the biennium (contract to be ratified mid-September). All days are Fridays, and most fall on previously designated board meeting days.

ODE and CCWD management, in consultation with the board chair, is recommending canceling two previously scheduled board meetings: September 2009 and Feb. 2010. At its July 2009 meeting, board members briefly discussed canceling these two dates and agreed to cancel September 2009 and further discuss canceling February 2010.

Decisions for the second year in the biennium have not yet been discussed or made.

FYI, the State Board of Higher Education plans to meet every other month, rather than monthly, as has been their practice.

POLICY QUESTIONS:

·  When polled, most board members could attend meetings held on the fourth Thursday and Friday. Does that still work?

·  Should the board cancel its February 2010 meeting?

·  Because the fourth Thursday/Friday in March falls on what is Spring Break for many, does the board wish to consider canceling February and moving up the March meeting?

·  Because the fourth Thursday/Friday in May leads into Memorial Day Weekend, and because a furlough date for May has not been chosen, the board could keep its third Thursday/Friday in May with the understanding that this gives staff a week less to prepare documents.

STAFF RECOMMENDATION: Staff recommends canceling February 2010 and Sept. 2010, moving the board meeting days from the third Thursday and Friday of the month to the fourth Friday of the month with the exception of March 2010 (move earlier in month) and May 2010 (keep old date) because the fourth Thursday and Friday leads into Memorial Day weekend.
