FACILITIES:

Fifty meter, 8 lanes, outdoor pool. Non-turbulent lane markers. Daktronics Timing System with touch pads at finish ends, and pushbutton back-up system. Horn and strobe starts. Two manual watches on each lane for back-up time and 3 watches on the first place lane. Back stroke flags 5 meters from each end of the course. Pool bottom has lane markers with target at each end of the pool. Pool depth ranges from 5 feet at the starting end, and 3 ½ feet at the shallow end.

The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming.

COACHES INFORMATION:

Only currently registered USA Swimming coach members will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to verify that all certifications are current and on file. Coaches shall wear their coach membership cards so that they are clearly visible to swimmers and meet personnel at all times.

CONTROLLED WARM-UP:

The ISI controlled warm-up procedure will be followed. (See ISI code book Sec. J) Teams will be assigned warm-up lanes, and it will be posted behind the blocks. The first 30 minutes will be general warm-up. The last 20 minutes will be one lap sprints in designated lanes only. All swimmers are to carefully enter the pool using feet first, three point entry. Swimmers without a coach are to report to the Meet Director or Meet Referee prior to warm-ups. The Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the swimmer’s responsibility to make such arrangements prior to the start of the meet.

RACING STARTS CERTIFICATION:

Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

ENTRY REQUIREMENTS:

1.  All swimmers must be current USA Swimming registered athletes.

2.  Contestants must enter the age bracket corresponding to their age as of July 12th, 2013.

3.  A swimmer may enter no more than 4 individual events per day, and no more than 8 total individual events for the meet.

4.  A club team may enter as many relays per event as they wish, designating the relays as A, B, C, etc.

5.  Seed times must be submitted for 50 meter course. NT entries will be accepted.

6.  Conversion between yard and meter pools ARE NOT ALLOWED. However, the swimmer still maintains the classification achieved in either the 25 yard/meter or 50 meter pool. For example, if a swimmer has an ‘A’ time in a yard pool, but has not swum the event in a 50 meter pool, then the minimum 50 meter ‘A’ can be submitted. (ISI Policies & Procedures I-IV-A)

ENTRY LIMITS:

100 splashes per lane per session. Relays may be scratched if timeline exceeds four (4) hours.

ENTRY FEES:

1.  Individual events are $3.00 per event

2.  Relays are $6.00 per relay

3.  ISI swimmer surcharge is $3.00 per swimmer

4.  Teams submitting hand entries will be charged $2.00 per swimmer if there are more than 5 swimmers.

ENTRY FORMS:

Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP-8.x). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Keep in mind that the meet may be full by then. The meet has filled and closed early the past 5 years. Payment shall be by check or money order payable to RCA. All entry fees, including ISI swimmer surcharge fee, can be combined on one check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled.

MEET ENTRIES:

1.  Entries will be accepted from ISI teams/athletes beginning on Tuesday, June 11, 2013.

2.  Entries will be accepted from all teams/athletes beginning Tuesday, June 18, 2013.

3.  Entries will be confirmed via a return e-mail receipt.

ENTRY DEADLINE:

1. Hand written entries are due no later than Friday, July 5, 2013. Financial sheet and fees must accompany hand written entries.

2. Electronic entries must be received by 12 noon on Monday, July 8, 2013. Hard copy, financial sheet & fees must be received no later than Wednesday, July 10, 2013. Failure to submit the hardcopy and fees by this deadline will result in entries being scratched from meet.

3. Phone/Fax entries will not be accepted.

LATE ENTRIES:

Late entries for a session will be accepted up to the start of warm-ups for that session, provided the meet has not exceeded the splash limit, and in open lanes only. Extra heats will not be added to accommodate late entries. Late entry fees will be: $6.00 per individual events, and $12.00 per relay. Please call the meet entry chair to find out if we can accept more entries.

SWIMMERS WITH DISABILITIES:

Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee. The swimmer (or swimmer’s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations.

OFFICIALS:

RCA welcomes any visiting USA Swimming officials who would like to officiate at this meet. If you are able to officiate, please contact the Meet Referee.

SCORING:

Individual events: 9-7-6-5-4-3-2-1

Relay events: 18-14-12-10-8-6-4-2

AWARDS:

Individual places: 1st-3rd Medals

4th-8th Ribbons

Relays: 1st-3rd Medals

Indiv. High Point: Trophies for top 3 boy and top 3 girl swimmers in each age

division. Points will be tallied based on the swimmers age,

regardless of the event classification swam. Swimmers must

be 15 years old to be eligible for the Senior division trophy.

Team High Point: Trophy for highest combined team score. Home team is not

eligible.

Sportsmanship Award: Trophy will be given to the team that displays the best

sportsmanship. Each team will receive 2 ballots in their coaches

packet to cast towards the vote.

MEET OPERATION:

1.  The meet will be pre-seeded, except 800Free and 1500Free, which will be deck seeded following positive check-in. Heat sheets will be posted.

2.  Positive check-in for the 800Free and the 1500Free is required 15 minutes prior to the start of warm-ups for that session. Swimmers who fail to check in by the deadline will be scratched from the event. They will not be allowed to swim the event .

3.  Swimmers will NOT be checked in by a clerk of course for this meet. Swimmers must be ready and lined up behind the blocks prior to their event.

4.  The 1500Free will be limited to 32 total entries. The fastest 16 males and fastest 16 females will be entered. Additional entries will be accepted to fill open lanes even if this results in an unbalanced mix of male and female athletes.

5.  The 800Free and 1500Free will be swam fastest to slowest, alternating girls and boys.

6.  There will be a 10 minute warm-up prior to both the 800Free and 1500Free races.

7.  All athletes participating in the 800Free and 1500Free are responsible for providing their own lap counters and requested to provide their own timers.

8.  Relay cards will be distributed at the coaches meeting. All 4 swimmers full name, age, and order of swimming must be verified on each card. If names are on entry sheets for relays those names will be on relay cards at the meet.

9.  Events may be combined to facilitate meet operation and separated later for awards and scoring.

10.  Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited.

11.  Note that the host is not responsible for providing rest for swimmers between events. If a swimmer has less than 10 minutes between swims, the swimmer (or swimmer’s coach) should inform the Deck Referee.

MEET COMMITTEE:

A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified Official acting at large will be established in accordance with Section J.X of the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. (Protests against judgment decisions can only be considered by the Referee and the Referee’s decision is final.) The committee shall act as a review section in case of an emergency hearing.

SCRATCHES:

The ISI scratch rule is in effect. See Section J.XII of the ISI Code Book. There is no penalty for no-shows but swimmers are encouraged to declare a false start to the referee if they do not intend to swim an entered event.

NO SMOKING:

NO Smoking allowed anywhere in the swim venue.

USA REGISTRATION:

NEW LEGISLATION AS OF APRIL 21, 2013: USA Swimming registrations will NOT be accepted at the meet. Any athlete whose registration and fee has not be received by ISI at least 24 hours before the start of competition will be scratched from the meet and will NOT be permitted to compete.

CAMERAS:

USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS.

IMAGE RELEASE:

Participants consent to be photographed/filmed by any authorized photographer(s) and/or network(s) of ISI and/or the host club under conditions determined by the host club, and authorize the use of names, pictures, likenesses, and biographical information before, during or after the event to promote swimming. No awards received in this competition may be used for trade or financial gain.

OTHER INFORMATION:

1. Electronic results will be provided to all teams participating in the meet. They

will also be posted on the ISI website. A hard copy of the final results will be

mailed for a fee of $10.00 and may be requested on the financial sheet.

2. Each USA Swimming team entered will receive a copy of the program.

3. Programs will be available for purchase to spectators attending the meet.

4. Food and drink concessions will be available for all sessions.

5. Swimwear and equipment will be available for purchase.

6. The diving well will be available for warm-up and cool-down for swimmers entered in the meet only. Unregistered swimmers, and/or spectators are NOT allowed in this area, or other areas of the pool.
