County All Star Requirements

Prepare an original and one copy of your All Star Book. Assemble the original in a 3-brad or acco-type folder, and clip the copy to the inside cover. Include these materials:

  1. The All Star Candidate Information Sheet & Intent Form, from this packet.
  2. A copy of the past year’s Personal Development Form and project records. If you have completed the California Incentives and Recognition Application Form, you may use that instead.
  3. A listing of projects in which you are currently enrolled and your current club, county, and regional activities and responsibilities.
  4. The presentation of an idea or list of ideas for the Team Action Plan for the All Star Candidates.
  5. Please provide a description of your Emerald Star Project.
  6. Several sheets of blank paper on which to note your ideas and activities as you proceed with your candidacy.

Additional County All Star Requirements

  • Parents and members must recognize the opportunities and the responsibilities of being selected a 4-H All Star and are receptive to new ideas and challenges as acknowledged in the signed participation contract.
  • Members must complete an Emerald Star project as a prerequisite to achieving the All Star rank.
  • Upon satisfactory completion of all prerequisites, the candidate will be accorded the rank of Stanislaus County All Star, installed at the Awards Reception, and serve throughout the year that follows.
  • Unsatisfactory performance as an All Star could result in disciplinary action, to include the possibility of forfeiting the All Star rank and all its privileges.

Submit this All Star book to the Stanislaus County 4-H office no later than

5 p.m. on September 15th.

Selection Process

As an All Star candidate, you shall meet with the All Star Committee to review your application, expectations for successful candidacy and the schedule of activities for both the candidacy period and the All Star tenure. An interview format will be used.

  • You and the Committee shall negotiate agreement on the individual (citizenship) portion of the candidacy proposal, including its timetable.
  • All candidates will meet together to choose and develop your Action Plan.
  • Candidates will meet monthly with the All Star Advisors to review progress, plan upcoming activities, and get to know each other better.
  • Following the end of the candidacy period (the end of June), the All Star Committee will interview each candidate, and together with the candidate determine whether you have met the established performance standards to become an All Star.

Group Action Plan

The Action Plan is an activity planned and carried out by the All Star candidates acting as a team. It must provide a significant and distinct role for every member of the candidate team. Plans may reflect candidates’ special interests and concerns affecting youth. Additionally, the candidate team needs to take into consideration the leadership and citizenship roles an All Star team can perform, and how the county 4-H program or the greater community would benefit from this activity.

Among activities to be considered for inclusion in the Action Plan are the following:

  • Proficiency Day
  • International Festival
  • Presentation Workshops
  • Officer Training
  • Awards Night
  • Other activities of your choosing which reflect your team’s uniqueness and which help build an esprit de corps.

Final Selection

Achievement of the All Star rank is almost entirely within the control of you, the candidate. The only criterion that falls outside of the candidacy period is your 4 H record. Even that will be looked at in light of your performance during the candidacy period.

The final selection will be based on two elements:

  1. What your performance in the candidacy period says about your initiative, cooperative disposition, dependability and willingness to participate fully in the candidacy process.
  2. An honest self-assessment of your ability to commit to the demands of performing the roles of a county 4-H All Star.
