Kendriya Vidyalaya Sangathan is an autonomous organization registered as Society under Ministry of HRD, Govt. of India. Kendriya Vidyalaya Sangathan has approximate 1100 Kendriya Vidyalayas spread all over India. The Head Quarters of Kendriya Vidyalaya Sangathan is located at New Delhi and it has 25 Regional Office under the administrative control of KVS (Hqrs) New Delhi. The KVS, RO, JAIPUR is one such Regional Office.

TERMSANDCONDITIONS FORSUPPLY

Separate sealed tendersare invitedin two bid system (i) Technical Bid of Approx 900.Nos. of Track Suit, 900 Of Sports Shoes and other sports articles. Tender are to be put in the sealed tender box kept in Kendriya Vidyalaya Sangathan, Regional Office, JAIPUR by 01.00 PM on or before21/08/2015.

The technical specification of requirement for the aforesaid Articles is mentioned at Annexure-“A”. Tenderers are advised to quote their Rate after careful study of the tender specification as well as following terms and condition.

  1. Only manufacturers/distributors/suppliers of General Sports Kit items with an annual sale of Rs. 10(Ten Lakh) or above are eligible to participate in the tender.
  2. Documents once submitted will be considered as final. Any deficiency in the documents shall render the tender liable for rejection.
  1. Separate envelope should be used for TECHNICAL BID as well as for FINANCIAL BID. The word TECHNICAL BID/FINANCIAL BID FOR SUPPLY OF SPORTS GOODS DUE TO OPEN ON 21/08/15 AT 2.00 PM shall be prominently marked on the top of each envelope. Both the envelopes duly sealed may be put in a bigger cover which should also be sealed and super-scribed TECHNICAL BID/FINANCIAL BID FOR SUPPLY OF SPORTS GOODS DUE TO OPEN ON 21.08.2015 AT 2.00 PM.
  2. The tenders should reach this office by 1.00 pm on or before21.08.2015. The TECHNICAL BIDS will be opened first on 21.08.2015 at 2.00 PM and the FINANCIAL BID will be opened only after scrutiny of technical bid. The Financial bids of those firms will be opened who will qualify in the TECHNICAL BID.
  3. The word Tender for supply of sports items should be superscribed on the top left corner of the envelope bearing the name & address of the tenderer. The sealed tender should accompany with the following:-

a) Tender document completed in all respect duly signed by the tenderer, Tender cost of Rs. 100.00 (One Hundred Only) separately, along with Earnest money in the form of Demand Draft drawn in favour of “KVS SPORTS CONTROL BOARD FUND ACCOUNT , JAIPUR” payable at JAIPUR, should be submitted in the sealed envelope super scribed “TENDER FOR THE SUPPLY OF SPORTS ITEMS” . In case, the amount of EMD and tender cost is deposited by the cheque, the tender of the bidders will be rejected.

  1. Tender are to be put through Speed Post/Registered Post/ by hand in the sealed tender box kept in KVS Regional Office Jaipur by 1.00 PM on or before21.08.2015.
  2. Incomplete or conditional/optional tender will not beentertained.
  3. Tender of those firms will be entertained who have deposited the Earnest Money of Rs. 10000/-(Rupees Ten Thousand only) in the shape of A/C payee Demand Draft/Pay order in favour of “KVS SPORTS CONTROL BOARD FUND ACCOUNT , JAIPUR” payable at JAIPUR. Tender without earnest money would not be entertained. The EMD of the unsuccessful tenderers will be refunded immediately after finalization of tender. No interest will be payable on EMD/ Security Deposits. The EMD will be forfeited if the tenderer withdraws his/her tender after submission of Tender.
  4. The successful tenderers will have to deposit performance security @ 10% of the total value of the order in the form of an account payee demand draft/pay order/ bank guarantee from a commercial bank in an acceptable form within 7 days of award of contract. Performance security will be accepted in the form of Account Payee Demand Draft/Pay Order/irrecoverable Bank Guarantee in favour of “KVS SPORTS CONTROL BOARD FUND ACCOUNT , JAIPUR” payable at JAIPUR. If the accepted bidder fails to remit the performance security within performance security will be released only after the successful completion and final payment of the job.
  5. The successful bidder has to supply the articles within stipulated period in case the firm fails to supply the articles within the stipulated period given by the department, the same will be purchased from other firms and the difference of the cost if any will be recovered from the Pending bills/earnest money in addition to other penal action against the firm without any further notice.
  6. Subject to the provision of Force Majeure, if the supplier fails to deliver any of all of the items or fails in perform the services within the time frame(s) incorporated in the contract the purchaser shall, without prejudice to other rights and remedies available to the purchaser under the contract, deduct from the contract price/security deposit, as liquidated damages, a sum equivalent to 0.5% per week of delay or part thereof on delayed supply of items and/or services until actual delivery or performance subject to a maximum of 10% of the contract price.
  7. The quantity of the articles can be increased or decreased by the department according to the requirement.
  8. Collaboration with other parties as a whole or in part will not be accepted.
  9. The Dy. Commissioner, KVS RO Jaipur reserves the right to reject any tender without assigning any reason.
  10. The rates should be quoted by the tenders as per details given in the enclosed proforma for Financial Bid as per Annexure ‘B’
  11. The Purchase Committee also reserves the right to relax any terms and conditions in the govt. interest.
  12. A copy of the terms and conditions duly signed by the tender in token of having understood and agreed to the same should be attached along with the Technical Bid.
  13. Only owner/partner/director or employee with authorization letter of the firm will be allowed to attend the meeting of the purchase Committee. They should also bring letter head of the firm and any decision. Negotiation taken by them would be accepted by firms.
  14. All disputes are subject to the jurisdiction of courts in Jaipur.
  15. Supplier should submit certificates that the material/items approved have not been supplied in the current financial year to any Kendriya Vidyalaya Sangathan Regional Office/any Kendriya Vidyalaya or any Govt. Institute located at Jaipur at a cost lower than that has been quoted in the current tender.
  16. Supply of articles will be FOR at Kendriya Vidyalaya Sangathan, Regional Office, JAIPUR as per requirement intimated to the supplier. Rate will be inclusive of all Taxes/VAT and freight charges etc.
  17. SAMPLE:- Samples to Sports items should be submitted by the bidders at the time of opening of technical bids at his/her on own cost and risk. The tenderers should submit the sample as per specifications mention in the technical bid of the tender document. Non submission of these samples will lead to rejection of the tender.
  18. There should be no price tags on the sample otherwise samples will be rejected straightway.
  19. The Competent Authority reserves the right to accept or reject any sample without assigning any reason.
  20. The Competent Authority reserves the right to get tested the samples supplied by the tenderer. In case of any discrepancies, the penalty will be imposed as per terms and conditions of the tender document and the earnest money/security deposit will be forfeited and the supply order will be cancelled.
  21. The financial bid should contain rate only. The rate should be mentioned both in figures and as in words.
  22. The departmental committee will inspect the goods supplied by the vendor in response to the supply order at designate place. The Dy. Commissioner, KVS RO Jaipur reserves all right to reject the goods supplied if same are not found in accordance with the required description/specification.
  23. The successful tender would be require the supply the item begin 10 days from the date of issue of supply order. The Dy. Commissioner, KVS RO Jaipur reserves the right to increase or decrease the quantity of supply order.
  24. Telex or facsimile quotations are not acceptable.
  25. In case any dispute arises in regard to the Tender, the decision of the Deputy

Commissioner, KVS, RO, JAIPUR will be final and binding.

  1. In case of litigation, the courts at JAIPUR only will have jurisdiction for deciding case according to Indian law in force.
