GENERAL ORDER NO. 33.6

33.6.1SPECIALIZED TRAINING

A.The Training and Range Section shall maintain on file an inventory of career specialties within the Lafourche Parish Sheriff's Office. The files shall include the skills, knowledge and ability needed for each specialization. A career specialty is an area of interest and specialization that enhances the upward mobility and/or job satisfaction of an employee. Many positions within the Lafourche Parish Sheriff's Office require specialized training either prior to an assignment or as part of the continued training within the assignment of the specialty position. Specialty positions include, but are not limited to, assignments under supervision of the following department, divisions or sections:

1.Criminal Department

a.Crisis Management Unit

2.Patrol Division

  1. Field Training Officers (FTO);

b.Bicycle Patrol;

c. Motorcycle Patrol; and

d.Intoxilyzer 5000;

3.Training and Range Section

a.Rape Aggression Defense (RAD); and

b.Training Instructor (firearms, PR 24, straight baton, defensive tactics, defensive driving, first aid, CPR, TASER, and neck restraints);

4.Investigation Division

a.Investigators – crime scene; and

  1. CVSA/PSE.

5.Support Services

a.Community Oriented Policing and Problem Solving (COPPS);

  1. Water Patrol;

c.PositiveActionSchool Sites (PASS);

d.School Resource Officers (SRO);

e.Drug Abuse Resistance Education (DARE);

f.Hunters Education;

g.Victims with Disabilities;

h.Elderly Protective Services;

i.Communications Training Officer (CTO);

j.Louisiana Law Enforcement System/Terminal Operator (LLETS);

k. Terminal Agency Coordinator (TAC);

l.APCO/Basic Telecommunicator Instructor; and

m.K-9.

B.The Lafourche Parish Sheriff's Office shall manage, administer, and supervise all required specialized training. Policies and training requirements shall be in accordance with various General Orders in the Lafourche Parish Sheriff's Office Policy and Procedure Manual.

C.Several positions within the Lafourche Parish Sheriff's Office require specialized training. A member assuming the duties and responsibilities of such a position shall receive specialized training qualifying them for the position. Due to availability, formalized training may not be conducted immediately. In an instance such as this, specialized on-the-job training shall be conducted (e.g., recruits, in addition to the basic training, shall participate in the Field Training Officer’s program which provides on-the-job training for the patrol deputy). Patrol deputies are usually the first deputies to arrive at the scene of a crime. They have a key function to perform in securing the crime scene and safeguarding evidence from damage or destruction. As part of the Lafourche Parish Sheriff's Office basic training curriculum for cadets, familiarization in the following subjects shall be provided:

  1. Potentialities and limitation of the examination of physical evidence;
  1. General Orders concerning the role of the patrol deputy and the investigator at a crime scene;
  1. Collection methods and procedures for fingerprints, footprints, blood, fibers and fabrics, weapons, hair, paint, glass and tool marks and the requirements for collection of materials from a known source for comparison purposes;
  1. Identification, collection, and preservation methods of evidence;
  1. Maintenance of the chain of evidence (marking, sealing, tagging, and receiving);
  1. Crime and crash scene sketches;
  1. Crime and crash scene photography; and
  1. Crime and crash scene records.

33.6.2TACTICAL TEAM TRAINING PROGRAM

A.All personnel assigned to the Lafourche Parish Sheriff's Office Crisis Management Unit shall attend specialized training and readiness exercises to be conducted at a training site determined by the Crisis ManagementUnit Commander, Head of the Criminal Department, Chief Deputy, and Sheriff to include:

  1. An optional 40-hour training course consisting of entry and sniper components to consist of:
  1. Tactical maneuvers;
  1. Shooting; and
  1. Other specialized training.
  1. All Tactical Team Members shall be required to participate not less than eight (8) hours of training per month.
  1. All Hostage Negotiators shall be required to participate not less than four (4) hours of training per month.
  1. All Logistics Support Members shall be required to participate not less than two (2) hours training per month.

B.Readinessdrill, participation in mock scenarios that shall be developed by the Crisis Management Unit Commander utilizing all components of the Crisis Management Unit and shall be assisted by other public agencies or facilities.

C.The Crisis ManagementUnit Commander shall schedule monthly training for all sections of the Crises Management Unit. Monthly training shall occur on months when the Crisis Management Unit is not participating in a readiness drill or a 40-hour training block. Monthly training shall consist of:

  1. A combination of shooting;
  1. Tactical maneuvers;
  1. Response to resistance, aggression, or situational danger;
  1. Use of less lethal weapons;
  1. Negotiations; and
  1. Equipment readiness.

D.All components (Tactical, Hostage Negotiators, and Logistics) of the Crisis Management Unit shall submit a training plan and sign-in sheet to the Incident Commander monthly pursuant to standard 33.1.6.

E.The Incident Commander shall be responsible for maintaining training records and sign-in sheets.
