Tony welcomed the SDT and attendance was taken. Tony informed the SDT that Harvie Beavers hasretired and is no longer part of the SDT.

Tony reviewed the anti-trust statement.

  1. Review general list of SPS installation allowances

Mark gave a brief history of the legacy MAAC SPS document dealing with the legacy MAAC SPS installation restrictions. Mark also reviewed the SPS considerations he was assigned to develop. Mark took an action item to start developing requirements based on his action item “SPS considerations” document.

It was noted that some members believe that there should be no restrictions on installations of SPSs which was followed by a lengthy discussion on whether there is actually a need for this standard, since the associated standard at the NERC level is in the pipeline slated to begin in 2010 and the existence of the RFC SPS review procedures. There was discussion if the SDT should focus its effort rather on a NERC SPS SAR to help clarify the NERC SPS definition and kick-start the NERC SPS standards revisions. Based on an informal poll, the SDT believes we should move forward with the drafting of the standard, and stay consistent with the scope of the SAR.

The SDT began reviewing Mark’s initial draft requirements and after discussion began developing a table of possible SPS installation allowances/restrictions based on the new draft TPL-001 standard Table 1. After reviewing the first set of TPL categories (P1) it was noted that for the first event listed (generators) the team cited examples where SPSs “may be” allowed. The team also had examples for transmission circuits and transformers where SPSs would “may be” allowed as well. The team decided it was not beneficial to continue reviewing the table since it seemed like the trend was moving in the direction that one can come up with examples of allowances for SPSs for almost all events listed in the table.

The SDT then revisited the SAR to review the scope of the drafting effort. It was noted that there are a number of items which are directly related to the NERC PRC-012-0 standard in which are already covered by the RFC SPS Review Procedure. There are also a number of items in which the SDT is instructed to “consider” for the purposes of the standard, one specifically being restrictions on the installation of SPSs. After further discussion most of the SDT members did not agree with adding the considerations to the standard. A formal vote (via email) will be taken regarding the “consideration” items in about a week’s timeframe.

The SDT then began discussing how the direction of the standard should focus on SPS owning entity reporting and the review/analysis performed by the TPs and PCs (which is currently not addressed by the SPS review procedure). The SDT feels coordination with a wide range of entities of SPSs is needed for reliability. Eric has an action item to begin drafting some initial draft reporting/reviewing/analysis requirements.
