SPECIAL COUNCIL AND PUBLIC HEARING

TUESDAY, NOVEMBER 15, 2016

6:15 P.M.

Council President Tim Froeba called the Special Council and Public Hearing to order at 6:15 p.m. with council members Batchelor, Bobrofsky, Englebretson, Froeba, Geier, Gluch-Voss, Schmitt, and Schultz present.

Proposed 2017 budgets are as the following:

General Fund Revenues $1,227,090.98

Expenditures -$1,227,090.98

Water Utility Revenues $313,426.88

Expenditures -$313,426.88

Wastewater Utility Revenues $417,718.33

Expenditures -$417,718.33

Motion was made by Schmitt to adjourn, seconded by Geier. Motion carried.

REGULAR COUNCIL MEETING

TUESDAY, NOVEMBER 15, 2016

6:30 P.M.

Mayor Williams called the regular monthly Council meeting to order at 6:30 p.m. with council members Batchelor, Bobrofsky, Englebretson, Froeba, Geier, Gluch-Voss, Schmitt, and Schultz present.

The Pledge of Allegiance was recited.

Citizens present were Dean Lesar and Teresa Hall.

Clerk Toufar verified the postings.

No corrections or additions were made to the November 15, 2016 council agenda.

Motion was made by Schmitt to approve the minutes from the October 18, 2016 regular Council meeting, seconded by Englebretson. Motion carried.

Treasurer’s report was approved on a motion made by Englebretson, seconded by Gluch-Voss. Motion carried.

Utility Committee-No meeting held. Bobrofsky read the repeal and recreation of Ordinance 10-1-140 Accessory uses or Structures. Bobrofsky made a motion to approve Ordinance 10-1-140 Accessory uses or Structures and to waive the second reading, seconded by Gluch-Voss. Motion carried. Mayor Williams reported on the old Dahl Motors. More drilling will be done at no cost to the City. Next Utility meeting will be held on December 6, 2016, at 6:30 p.m.

Police/Fire and Ambulance Committee–Meeting was held on October 24, 2016. Englebretson reported on the truck parking ordinance on city streets. Bobrofsky made a motion to send this back to the Police Committee, seconded by Geier. Motion carried. Englebretson made a motion to approve Officer Barlow for secondary employment, seconded by Gluch-Voss. Motion carried.

Finance Committee – Gluch-Voss made a motion to approve the 2017 General Fund budget as published with revenues and expenditures of $1,227,090.98, seconded by Bobrofsky. Motion carried. Froeba made a motion to approve the 2017 Water Utility budget as published with revenues and expenditures of $313,426.88 seconded by Geier. Motion carried. Englebretson made a motion to approve the 2017 Wastewater Utility budget as published with revenues and expenditures of $417,718.33, seconded by Geier. Motion carried.

Library Committee – No meeting held. Teresa Hall wanted to thank the City Council for the extra money for the Library 2017 budget.

Personnel Committee – No meeting held.

Park & Recreation – Meeting was held on October 24, 2016. Gluch-Voss reported on all three of the city parks and what work needs to be done next summer. The city crew will take a look at the list and see what they can repair and fix.

City View Estates-No meeting held.

Economic Development – No meeting held. Mayor Williams reported on the money donated to the Loyal Historical Society.

Clerk’s Report- Clerk Toufar stated that Mayor Williams is up for re-election and Englebretson and Gluch-Voss are up for re-election in Ward 1 and Schmitt and Schultz are up for re-election in Ward 2. December 1, 2016 is the first day that you can start to circulate your papers. If you are not planning on running you will need to file a non-candidacy by December 23, 2016.

Bobrofsky made a motion to approve a bartender license for Kelly Burkart seconded by Schmitt. Motion carried.

Schmitt made the motion to approve vouchers in the following amounts:

GENERAL FUND: $34,156.81 WATER UTILITY: $10,410.56

WASTEWATER UTILITY: $23,446.78

Seconded by Geier. Motion carried.

Schmitt made the motion to adjourn, seconded by Batchelor. Motion carried.
