Special Called Council Meeting – June 16, 2015

Mayor Thomas L. Hardesty called the special called meeting to orderat 6:30 p.m. with the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Shane Suttor, Jon Swindler, and Frank Page.

City Employees Present: Judy Smith, Inez Harris, Jennifer Herrell, Fred Rogers, Kevin Baker, and Brandon Pennington.

City Attorney: Steven Gregory

All present pledged allegiance to the flag.

Minutes June 4, 2015

Councilmember Pagemoved to approve the minutes of the June 4, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Swindler.

All voted “aye” and motion carried.

Ordinance No. 2015-06-04 – Amendment to an Ordinance Adopting the City of Shelbyville Annual Budget for the Fiscal Year July 1, 2014 through June 30, 2015 – 2nd Reading – Judith Smith

Judith Smith, Office Administrator, read an ordinance amending Ordinance No. 2014-05-15 of the City of Shelbyville estimating revenues and resources and appropriating funds for the July 1, 2014 through June 30, 2015 fiscal year.

It was introduced for secondreading by Councilmember Suttor. Seconded by Councilmember Page.

Upon roll call, the following council members voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Ordinance/Establishing a Revision to the System Development Charge Requirements for new connections to the Consolidated Municipal Waterworks and Sewer System of the Shelbyville Water and Sewer Commission – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville converting its Water Treatment Plant from chlorine treatment to chloramine treatment which is used by other water providers in the region.

This will allow other water districts in Shelby County to purchase more water from Shelbyville Municipal Water and Sewer once the process is completed.

It was introduced for first reading by Councilmember Swindler. Seconded by Councilmember Zoeller.

Department Reports

Jennifer Herrell, City Engineer/Public Works Director, reported bids will go out tomorrow on a Ford 150 and Ford 550 with snow removal equipment. The footers have been laid for the salt bins. We are repairing the sidewalks on Washington Street. We were awarded a KLC Safety Grant and will purchase safety items. Sidewalk letters have been sent out to owners on Henry Clay Street only. If they cannot pay to have their sidewalks repaired, we will offer them a payment plan.

Fire Chief Kevin Baker reported they are promoting 2 volunteers to full-time firefighters. The part-time list is being reviewed. Inspections will begin in July.

Fred Rogers, HDC Coordinator, reported all homeowners who received matching funds have completed their projects. We received notification from the State we have been awarded a grant to create a Historic District website. The 2015 History Camp was a success.

Tom Doyle, Manager, Shelbyville Water/Sewer Commission, reported the chloramine project is out for bid. Estimated completion should be in November. The new tank is out for bid. That work should start around August 1st. Diageo is moving forward on their pump station project. We have some gravity sewer projects coming up. Construction on 2 highway projects (US 60 to Masonic Home and Mt. Eden Rd. to Waffle House) will affect us. The state will be relocating major water lines along the road. Sales are up a little.

Mayor’s Report

Mayor Hardesty reported the park will celebrate the 4th of July with a fireworks display. City offices will be closed on July 3rd.

Councilmember Swindler moved to adjourn at 7:00 p.m. Seconded by Councilmember Zoeller.
