Executive Summary
Supervision of Midwives is a statutory requirement. An annual review of the Trust’s supervision arrangements and effectiveness is undertaken by the Local Supervising Authority. The annual review was undertaken in January 2014 and the report received in September 2014. Areas of good practice included:
  • Supervision caseloads are within the ratio recommended.
  • Achievement of nearly all of the actions identified in the 2013 review.
  • Investigations being led by a Supervisor from the University Hospitals Bristol NHS Foundation Trust Team.
  • All Supervisors had met their Nursing and Midwifery Council requirements.
Recommendations made by the Review Panel include:
  • To review the Weston Maternity Services Risk Management Strategy to clarify how incidents are reviewed by supervisors.
  • To have a standing agenda item for supervision at each Risk Meeting.
  • To complete a short highlights paper to share at relevant meetings.
  • To publish and share the minutes/actions of the Supervisor of Midwives Meetings.
  • To review and act upon the results of the Audit of Midwives views and experience of statutory supervision.
  • To agree a method for annual record keeping audits by Supervisors of Midwives which will disseminate findings through supervisory and Trust governance processes and ensure appropriate individual feedback.
  • For the LSA template to be utilised to structure the Director of Nursing briefings.
  • To review the supervisory caseloads to reduce the size of those Supervisors who have a caseload greater than 15.
  • Evaluate the effectiveness of the birth after thoughts clinic.
  • To review the birth environment to facilitate a more homely atmosphere.
  • For 95% of annual reviews to be completed by Supervisor of Midwives (allowing for long term sickness absence and maternity leave).

The Board is recommended to note the Review visit findings, the recommendations and the actions being taken in response to the Review.

Next Steps
The Action Plan delivery will be monitored through the Midwifery Supervision Meetings.
A further Annual Review will be carried out in 2015.
