JOB SPECIFICATION

JOB TITLE Regional Personnel Manager

DIVISION:Human Resources & Industrial Relations

DEPARTMENT:Personnel Administration

JOB SUMMARY:

This position is responsible for:

  • Overseeing the provision of Personnel Services for the offices of the Southern Regional Health Authority and ensuring the smooth functioning of day to day activities within the Department.
  • Reviewing and developing Personnel systems and related procedures, and advising on policy formulation.
  • Responsible for salary administration.

SPECFIC KNOWLEDGE REQUIRED:

  • Working knowledge of the laws, procedures, and practices pertaining to salary administration, employee benefits and welfare, employment and termination.
  • Working knowledge of the Authority’s human resource policies and procedures.
  • Working knowledge of computerized human resource information systems.

QUALIFICATIONS AND EXPERIENCE

  • First degree in Human Resource Management /Public Administration
  • Training in Supervisory Management

PLUS

  • A minimum of three (3) years’ experience in Personnel Administration at the managerial level preferably within the public sector.

REQUIRED SKILLS AND SPECIALISED TECHNIQUES:

  • Well developed human relations skills inclusive of interviewing.
  • Skills in analysis, problem solving, conflict resolution and decision making.
  • Well developed written and oral communication skills.
  • Good time management skills.
  • PC Operating skills (HRMIS and spread sheet applications).

WORKING CONDITIONS

  • Required to work beyond normal working hours as necessary to meet critical deadlines.
  • Required to travel extensively within the region.

DUTIES AND RESPONSIBILITIES:

  1. Oversee the provision of Personnel Services for the offices of the Southern Regional Health Authority, supervise staff and ensure the smooth functioning of the day to day activities within the Department.
  1. Ensure the efficient functioning of Personnel Systems within the Southern Region. Review and develop systems and related procedures; ensure adherence to standards, procedures, and established practices; advise on policy formulation.
  1. Undertake special projects aimed at standardizing and regulating the administration of Payroll and Personnel services. Liaise with consultants and ensure adherence to contractual agreements.
  1. Expedite the recruitment function for the Authority, and for the region in accordance with established guidelines. Develop and establish recruitment guidelines.
  1. Ensure the timely and accurate update of the HRMIS. Liaise with unit heads within the Region accordingly. This function includes ensuring that back-ups are carried out at the specified intervals.
  1. Ensure the annual preparation of leave rosters in the region; monitor and adjust on a periodic basis, and coordinate cross regional coverage to facilitate continued service delivery.
  1. Approve designated leave applications for staff within the Region in accordance with established guidelines.
  1. Undertake manpower planning activities for the Region; prepare related projections of staffing/skill requirements; guide the recruitment/deployment of staff.
  1. Participate with the Training Manager in the succession planning and mentoring programme within the region.
  1. Plan and implement a career planning programme within the region. Liaise with the Regional Training Manager accordingly.
  1. Supervise the staff benefits function, ensuring the accurate and timely processing of health insurance and other related claims.
  1. Participate in conducting preliminary investigations into disciplinary matters. Keep the Director HRM & IR abreast of all instances of indiscipline, and advise on disciplinary action to be taken. This function involves participating in enquiries as required.
  1. Co-ordinate the performance appraisal process ensuring timeliness, accuracy and adherence to standards. Review reports and ensure follow through action. This function involves coordinating ongoing training for management staff and Parish Personnel Officers in conduct of the process.
  1. Ensure Personnel records are maintained in accordance with the stipulated standards. Conduct periodic audits throughout the region; train staff as required.
  1. Ensure the ongoing classification and reclassification of jobs within the region. Convene and chair the Appeals Committee.
  1. Ensure the efficient coordination of staff outings, formal and social functions for the Authority.
  1. Develop and maintain an effective welfare programme for the Authority.
  1. Perform any other related function assigned by the Director HRM & IR from time to time.

AUTHORITY TO:

  • Hire employees within prescribed limits.
  • Take disciplinary action in respect of staff supervised in accordance with the disciplinary code.
  • Take disciplinary action in respect of staff within the Region in accordance with the disciplinary code.
  • Approve leave and time off for staff supervised.
  • Recommend action to resolve.greviances.

PERFORMANCE CRITERIA:

This job is satisfactorily performed when:

  • There is smooth functioning of all activities within the Personnel Administration Section.
  • Agreed objectives have been achieved within the stipulated time.
  • There is timely reporting on grievances, litigious, and other matters within the scope of the incumbent’s responsibility.
  • Harmonious relations are fostered and maintained with staff at all levels within the Authority and the Region.
