Meeting Minutes – August 14, 2017

Commissioners Present: Brian Christenson, Charlotte Flynt, Maurice Gilbert, Thomas McGee, Mike Stange

Commissioners Absent: Jack Abbit, (via phone conference), Tom Cooper

Call to Order: 4:00 p.m.

On a motion duly made by Commissioner Christenson and seconded by Commissioner McGee, the Board unanimously approved the minutes of the July 17, 2017, Board of Fire Commissioners regular meeting.

Secretary/Treasurer Report: Commissioner Flynt read the June 30, 2017, cash report into the record.

Attorney’s Report: Rene Youell

On a motion duly made by Commissioner Flynt and seconded by Commissioner McGee, the Board unanimously approved Attorney Youell’s July 2017 billing statement.

Fire Chief’s Report:

Chief Talbert reviewed the Emergency Response Report which included Beach Safety Response and the False Alarm Fee History Report.

Chief Talbert attended the Florida Fire Chiefs Executive Development Conference in Ft. Myers, Florida July 13-19, 2017.

Florida’s Commissioner of Agriculture, Adam Putnam, visited SWFD on July 20, 2017.

Staff completed SWFD’s FY 2017-2018 budget submittal.

SWFD welcomed new hires: two firefighters and one communications operator.

SWFD is hosting a car seat safety class August 14-18, 2017.

Chief Talbert attended the Walton County Board of County Commissioners meeting on July 25, 2017, to address SWFD’s Beach Safety program and the process in place for SWFD’s flag system.

Chief Talbert was a guest speaker at the July Kiwanis Club meeting in DeFuniak Springs on July 25, 2017.

SWFD’s Junior Lifeguard July 2017 session concluded.

SWFD submitted a proposed amendment to its Development Order to Walton County Planning and attended a Technical Review Committee meeting for SWFD’s Fleet Maintenance Facility and Training Tower project.

A preliminary Budget Calendar was included in the Board packet.

Included in the Fire Board packet were recognitions from citizens and visitors complimenting the excellent services they received from SWFD members.

Staff continues to monitor as well as work on County programs and projects that have an impact on the Fire District such as Event/Special Event Management, Beach Activities and the Parking/Traffic plans.

SWFD’s Public Budget Workshop is scheduled for 2pm on August 29, 2017, at SWFD Headquarters.

The next SWFD Board of Fire Commissioners meeting will be held Monday, September 11, 2017, at 4:00 p.m.

Unfinished/Old Business: Assistant Chief Marc Anderson presented a Fleet Maintenance/ Logistics Building and Training Tower Update that included the following timeline.

August 2 Walton County TRC review. Approved to move to Planning Commission

August 17 Deadline for Contractor Qualifications

September Construction documents and final designs

September 12 Advertise to our selected contractors for bid on the project

September 14 Walton County Planning Commission

September 26 Walton County BCC meeting for final DO approval

October Bid opening

October Contractor Selection – Breaking ground ceremony

October Walton County Permit

October Preconstruction conference and notice to proceed

November Site work to include subsurface Rigid Inclusion system

July 2018 Estimated substantial completion of the Training Tower

December 2018 Estimated substantial completion of the Fleet Maintenance and Logistics building.

New Business:

Fire Marshal Sammy Sanchez presented a Board Action Item whereas Staff recommended to adopt Ordinance 17-01 Gate Access. By doing so, it will reaffirm the previously listed requirements from NFPA 1: Fire Code, 2015 Edition - Chapter 18 Fire Department Access and Water Supply. It will also provide for specific language requiring the Knox Key Switch.

On a motion duly made by Commissioner McGee and seconded by Commissioner Christenson, the Board unanimously agreed to proceed with the Ordinance adoption process.

Fiscal Officer Carole Martin presented South Walton Fire District - Resolution 17-02 to codify the manner of allocation agreed upon by the labor / management team and pension membership designating the Chapter 175 Share Accounts in the Firefighters Retirement System to be allocated to the members and DROP participants based on tenure.

On a motion duly made by Commissioner Flynt and seconded by Commissioner Stange, the Board unanimously approved Resolution 17-02.
