Minutes of the previous meeting

  • These were accepted as a true and accurate record.

Matters Arising

  • No matters arising.

Chairs Report

  • A very successful past 14 months, lots of events and trips organised. Which were all successful and very well attended.
  • We are always looking for people to join especially when trying to organise events. JB commented that input from residents is always useful, so that the Group knows that they are supplying the right events fro everyone and providing trips the residents want to go on. Lots of ideas would be grateful
  • At the last AGM residents were asked to come forward with a lead, which started well, but soon stopped with people coming forward. The Group has found it very difficult to organise events or take up matters with just two people always at the helm. JB stressed that it would be good to have some extra help
  • Finances haven’t been an issue this year, to get events up and running, as the events are always well supported
  • Residents in the area had a parking issue, which is difficult for them to get resolved. The Group will help by providing support, but the residents need to be leading on the issue.
  • Tried to also run youth & Lunch clubs for the residents

Treasurer Report

  • Good financially
  • Last year – 2015/16 ended with a balance of £3261
  • This year – 2016/17 balance of £2500.54
  • Insurance costs £182
  • Subsidies
  • Paid out £244 for plants
  • Garden party cost £70
  • Christmas party this year didn’t cost the Group due to donations and thanked, Melton Borough Council, WATES, Melton Building Society for their help and donations

Election of Committee

  • All members resigned and nominations were taken
  • Chair – John Bellamy (nominated AFJ seconded FD)
  • Vice Chair – Alison Freer-Jones (nominated FD seconded)
  • Secretary – Frank Duckworth (remained)
  • Treasurer – Tom Greenow (nominated AFJ seconded JB)
  • JB reinforced that he is only prepared to stand as Chair if there is support from MBC and other residents. If no support is given he will resign after three months and therefore the Group may well fold

7. Police Update

  • Unfortunately PCSO Gray had to leave before the end of the meeting, but handed the information to AFJ for reading out.
  • In the last 30 days: 9 theft from stores; 4 burglary from non dwelling; 1 attem[t house burglary; 1 house burglary; 5 theft from motor vehicles; 1 theft of trailer; 1 theft of wheelie bin; 2 assaults; 1 drugs possession; 1 drink driver arrested; 2 criminal damage; 3 theft from B&Q compound (one person arrested); 15 domestic incidents; 5 harassment investigations; 4 adult safe-guarding; 9 child safe-guarding.
  • There is a problem solving plan, which includes speeding
  • Those present felt that this was quite high for the area and for such a short space of time

8. Grounds Maintenance

  • No one available, but JB stated that he would raise an issue at Sandy Lane flats with Raman Selvon

9. Community Update & Kirby Fields and Local plan

  • AFJ invited JW to take the floor and bring residents up to date.
  • The plan for the secondary school is now not happening, John Ferneley & Longfield Schools will remain as the only two secondary schools in the area
  • Highways advised that no decision has yet been made with regards to patchwork phasing
  • That the local plan has now gone through committee and from Thursday 13th July until mid October 2017, there will be a period of consultation and the plans will be available for the public to view and comment on. They can be found on which focuses on the changes proposed to happen
  • Whatever has been put to the council before with regards to this, will go together as one with this new consultation to an Independent Adjudicator, the final decision will be out of MBC hands
  • Part B of the local plan has now gone to committee on 4th July 2017 and out of it came 12 or more amendments, some which were quite big, including words being changed to protect the countryside around Burton Lazars. Elsewhere in the town there are to be changes. However the road is the biggest thing and it appears to be a genuine proposition
  • AP stated that normally LCC would allow five years to put in a road. Through a Government Directive Leicestershire are in a position to puch this ahead, much quicker. County Hall are making plans and there hava already been compulsory purchases. LCC are to build in one go from Grantham road to Nottingham Road.
  • The Local plan is changing to reflect the new road. This is being done in positive terms. Protecting the route so not on top of housing. LCC asking for further funding

QWill a roundabout be put on the bad corner of the A607

It has been suggested that this is the ideal place to put one

QWhere will building start and who by

Davisons the Builders are ahead of other competitors and will look to build on Kirby Fields

QWhat happens to properties if views are affected

JW stated that persons affected would need to fight the proposal and make any comments against the plan

QAre there any plans to use derelict properties and they ought to be renovated

JW responded that when looking at the local area there is a need for 6000 houses, but there are only 30 derelict/empty houses in the area

AP responded that if no local plan it would lead to developers to do what they liked. They wouldn’t provide affordable housing. But with the local plan, developers must stay rigid to its terms

QWhat is going to happen with Kirby Lane, it is likely to remain a rat run

JW explained that there are no current plans to do anything with it yet.

The new road, will be similar to the one around Oakham.

AP stressed that we want to stop the ‘rat run’. This new road will do this. With regards to Dalby Road cross roads, unfortunately this is not a critical point and nothing will be done here

QThere appears to be no reassurance to the congestion in Melton and also in relation to the Developers

JW stated that currently at decision stage and conditions will be made on Developer in time. East to North relief road will be given priority

QWhat about Melton South

JW responded that no road as yet, but the town centre will be empty of traffic

QWhat happens with the construction traffic

JW responded that as with other large projects, there will be a routing plan. However, this is not in place yet, but is part of the consultation process

AP also advised residents that they must make their comments theought he planning application process, with regards to construction traffic

QNorthern & Southern Development Potentially, however, there are comments with regards to the north and nothing for the South

JW responded that the northern one is about the country Park area and the southern one is on Kirby Fields

At consultation residents again advised to make comments

QWill there be a pollution monitor on Sherrard Street for fumes

JW responded that there is currently one on Wilton Road, there may be no necessity for one to be elsewhere

AP stated that there is a presentation from Severn Trent and that is part of the infrastructure to to the plan

Q Exactly where the plan is now

  • Official consultation process starts 13th July 2017 until mid October
  • There is a report that has been put together
  • Report will then go to an independent adjudicator, this is a Government Official and the decision is out of Melton Borough Council hands. Looking at possibly Christmas for an outcome

QWhat is happening with parking in the Town Centre

JW responded that this is being thought about currently

Residents were once again advised that any representations to be made must be done throughthe planning portal and can be done by email, letter or online
