I would like to recommend Mrs.Mary Francis Jeannot for the Administrative Support Award. This nomination is being recommended because of her dedication, loyalty and maximum effort to ensure the goals of the Public Works Department are being achieved on a daily basis. Mrs. Jeannot currently holds the position of Special Projects Coordinator in the Public Works Department.Mary Francis’ administrative skills in the Public Works Department have made a marked improvement in this department’s performance and productivity. Her almost 11 year tenure as an employee with the City of Hallandale has made her well respected with her fellow employees. Her accumulated knowledge and history of this City is impressive, and her character is beyond reproach. She is always willing to give what it takes to get the job done in a professional and exemplary manner.

1.10 years of experience:

Mrs. Mary Francis Jeannot has been working for the Public Works sector since 2002. She was originally introduced to the Public Works fieldby the City of Miramar from 2002 to 2004 working as an Administrative Coordinator. In April 2004, she began her employment with the City of Hallandale Beach and has been a true leader and asset to the organization since that time. She was promoted to the position of Special Projects Coordinator within the Public Works Department in October 2014 (previously an Administrative Analyst II within the Public Works Department) to tackle projects that require her level of expertise.

2.Significant contributions to the advancement of administrative management

Mrs. Jeannot has had an immense role in the advancement of the administrative management of the Public Works Department in the last ten years. Her leadership position has helped guide her peers in the surrounding administrative office assistants’ positions to strive for success. She is continuously training her co-workers administration with the City’s newest technology and ensuring the department is constantly improving its administrative operations. She is an avid advocate of utilizing the most current methods of records retention through computerization, and finding new ways to manage documents without paper.

3.Outstanding leadership and vision evidenced by employing progressive management techniques

Mrs. Jeannot has been instrumental with the implementation of strategic planning, and performance measurement for the Department of Public Works. She originallyassisted in the creation of the Public Works Department’sstrategic plan as well as the performance measures that would be utilized according to the City’s Business Plan. Every year, she is an essential part of the budget process not only with the organization and planning of the budget, but ensuring that the new budgeted items and projects are facilitating both the Department and City to move towards the City’s long term goals. Mary Francis ensures on a monthly basis that all performance measures are received from each division within the department on a timely basis, and that the measures being recorded are accurate andapplicable to the information being requested.

Succession planning is another one of her strengths. She is always ensuring that those around her are gaining any current knowledge that she may attain. She has also learned to gainimportant knowledge from others. Several years ago, it was brought to her attention that the City only had one CFM (Certified Floodplain Manager). At this time, she was working closely with the Assistant Director of Public Works who was in charge of the City’s National Flood Insurance Community Rating System (CRS) Program. As MrsJeannot was working on the improvement of City’s CRS program alongside the Assistant Director, she quickly learned all of the aspects of the program and attained her CFM license. As her former Assistant Director has retired, she is now the CFM for the City and is in charge of the CRS program.

4.Employment of new and innovative ideas and technology in advancing the effectives of administrative management

Several years ago, when the City was moving towards a new Enterprise Resource Planning software, the City Manager offered a competition for City Employees to come up with a name, theme, and logo for this large project that the City was about to commence. This was not a requirement, but simply a challenge for any employee who thought they had an innovative idea. Mary Francis came up with the theme
“LEAP”(Learning, Expectations, Accomplishments, Progress), presented this concept to the City Manager, and unanimously won the competition. Below is the logo which was utilized citywide for the ERP endeavor:

During the LEAP process, Mary Francis has held a big leadership role. She was a member of the Change Management Team for the City to help employees manage the changes that were going to be encountered during this process. She was also a part of the Request for Proposal (RFP) committee that recommended to City Commission the appropriate program to select for the City. The program the City selected is called Munis Software. She has taken big roles and ownership in the overall implementation. She has helped the entire Public Works department train and learn the program in areas such as the project module, purchasing, contract entry, budget entry, requisition/purchase order process, as well as others not mentioned herein.

Currently, Mary Francis is working on a new citywide owned work order system implementation. This is a very important asset management tool for Public Works as it will assist the department in planning and budgeting for maintenance and acquisition of City assets. Mary Francis has owned this phase and has been instrumental in coordinating with all stakeholders involved; Public Works, Fleet Management, Water Distribution, Streets, Stormwater, Cemetery, Parks and Recreation, and Fire. She has been entering a complete list of inventories of the City’s assets into the new system, and working closely with the consultant to test and implement the project before the system “Goes Live”. This is a huge endeavor and she has done an excellent job.

5.Implementation of effective methods to optimize fiscal management of administrative services

Every year, Mrs. Jeannot is a key person in the Department’s budget process including being a part of all the budget meetings and the review of all its documents. As the department’s Munis program expert, she has helped the department learn to utilize the budget module and finds ways to optimize the program’s use to facilitate the budgeting process.

She has also taken a big role in the City’s new method of purchasing City vehicles. She has been responsible for the formula utilized by the Fleet Division for charging each department for the maintenance and purchasing of vehicles. She keeps current the maintenance schedules for the current inventory of vehicles and is in charge of all of the purchase orders that entail the City acquiring new vehicles. This program has been completely rebuilt in the last few years.

6.Maintenance of a high degree of satisfaction among customers and other stakeholder

For years, Mary Francis has been in charge of the City’s minibus service. As a part of this role, she successfully applied and was awarded several grants to aid the City in implementing additional routes. She created all of the methods by which residents/riders can view a schedule of when each bus should be at each stop. She has created customer ridership surveys to find ways to improve the service, and has ridden the bus on many occasions herself to take it upon herself to find ways of implementing improvement of each route. Until recently, she was also in charge of receiving any phone calls in regards to customer service with the City’s minibus service, and was the liaison between the company providing the bus service, and the City’s residents. She has continuously worked hard to improve the City’s minibus service, and was a part of the RFP (Request for Proposal) committee to select the newest company providing the service to the City.

She has also served as the City’s liaisons to the Beautification Board, as well as the Transportation Board where she has worked very closely with the City’s residents on many endeavors including the City’s yearly awarding of holiday lights and the Arbor Day awards for the children in the City of Hallandale Beach. She is known among the City of Hallandale Beach residents as a very well poised and caring City employee and has always given her best to each resident that she encounters.

Mary Francis is the website (Public Works section) organizer and maintenance up keeper. She updates any new information, and keeps this section of the City’s website current. She is also in charge of the City’s Code Red program for Public Works which sends mass messages to residents during emergencies, or any message that needs to go out to a lot of residents in a timely manner such as a temporary water interruption to a certain area or an important Community Meeting invitation.

Most recently, Mary Francis has been working on a program called Clearpoint. This is one of the City’s transparency tools to keep the public informed. It is a new reporting program for the Departmental Monthly Reports and the City’s Strategic Plan, based on scorecards, which will provide not only the department, but also the public information related to the departmental accomplishments in a graphical format. A link within the City’s website will connect the public to the information. Mary Francis has been instrumental in setting up the Public Works sites for the various reporting divisions so all they now have to do is access the site and enter the information.
