South Davis Sewer District (“Owner” or “District”),a political subdivision of the state of Utah located in Davis County,Utah,issolicitingwritten Proposalsfromqualified firms (“Proposers”)forthe purpose ofselectinga Construction Manager/General Contractor(CM/GC) to provide construction services forprocessand facilityupgradesatthe District’s SouthTreatmentPlant (STP) located at 1380 Center Street, North Salt Lake, Utah,using theConstruction Manager/General Contractor(CM/GC) deliverymethod.The“Project”isanticipatedto bea single awardmulti-phase/taskconstruction Project with eachcomponentto have a GuaranteedMaximumPrice (GMP). TheRequest for Proposals (“RFP”) details work requirements and funding for the STP. The selectedCM/GCContractorshall provide preconstruction services to assistthe Owner to bring the designtoa conditionwherea GMPcan beestablished for each component of the Project, after which the selected CM/GC Contractorshall furnish all labor, materials, and equipment to construct the Project.The CM/GCserviceswillbe coordinatedwith the Architecture-Engineer (“AE”) Team(currentlyunderseparatecontractwith the Owner),and the Owner.The AE Teamand the selected CM/GCwill beexpected to providemaximumefforttobeginconstruction in early summer of2017and complete construction in early2019.
Owner intends to selecta Proposerthatiscapable ofprovidingand/ormanagingall facetsoftheProject.TheProposerwillbe selected to provideservicesmeeting the Owner’soverallneeds,goals,and objectivesasoutlined in the RFP. Ownerreservesthe righttonegotiatewith the selectedProposerwith respectto the qualificationsand selection ofproposed sub-consultants,subcontractors,andvendorsand to award anyoneor allphases/tasksofthework.Servicesmayextendtovariouscomponentsofthe Owner’streatmentand conveyancesystemasrequired to addressSTP operations,treatment,andwaterqualitygoalsandobjectives.
The objective oftheSTPUpgradesProjectis to implementprocessupgradesand facilityimprovementsconsistentwith the following goals:
1.Construct and implement Advanced Biological Nutrient Removal (ABNR) treatment process utilizing algae in collaboration with the Owner, the AE team, and the main equipment supplier, Clearas Water Recovery.
2.Accommodate other construction efforts occurring concurrently at the STP in such a way as to assure that all future facilities interact as required by the Owner.
3.Construct and provide facility upgrades as determined by the Owner.
The total Projectcostisestimated to be $26,000,000.00, including major equipment selected by Owner to be purchased from Clearas Water Recovery.Delivering the completed Projectwithin thisbudgetis a high priority.Itisimperative that the Owner,the AETeam,andtheCM/GCteam(collectivelythe “ProjectTeam”)workcooperativelyandsuccessfullyto keep the final costofthe Projectwithin thisbudget. TheProject is being funded by the Utah Department of Environmental Quality, Division of Water Quality, along with funds provided by Owner.
The opening date for this solicitation is April 27, 2017, and all Proposals are due by 3:00 p.m.mdst onFriday, May 12, 2017. The technical evaluationwill be based upon a determination bythe Owner’sEvaluationCommitteemembersas tohowwell each Proposalmeets the Owner’srequirementsaspresented in theRFP.Proposalswill be evaluated bythe selection committee based on the criteriaand the correspondingweightfactors identified in the RFP.
The District may invite Proposers to participate in an interview process, should the District determine this to be in its best interest. Non-responsive Proposals (those not conforming to RFP requirements) will be eliminated from consideration, as will a Proposer that is determined by Owner not to be responsible. Owner reserves the right to reject any or all Proposals.
