DESCRIPTION OF AMENDMENT
1) Pursuant to Solicitation Section 2.5, the attached Questions submitted by various Offerors, and the corresponding Answers, are hereby disseminated to all prospective Offerors.
Question 1: Can mileage costs for Inspectors be separately billed per approved GSA mileage rates if not otherwise included in the hourly rate?
Answer: Although WRPS had previously allowed mileage to be billed separately, under Solicitation No. 269314 the rates proposed by Offerors are to be fully burdened labor rates. Fully burdened labor rate is defined as an hourly rate inclusive of wage or salary rate, fringe, all applicable overhead(s), travel and/or per-diem, taxes including Washington State Business and Occupational (B&O) taxes and profit. Therefore, billing mileage separately will not be authorized and anticipated mileage/travel costs will need to be incorporated into the proposed labor rates.
Question 2: The Offeror’s Quality Assurance Program Manual is required to address how requirements in the Statement of Work are met. Is it necessary to also include the Implementing Procedures in the proposal? (Solicitation Section 4.1.2)
Answer: The Offeror shall submit only the Quality Assurance Program Manual (QAPM). Implementing procedures are not required to be submitted in the proposal.
Question 3: Solicitation Section 2.0 states, “Upon receipt of Offeror’s notification of intent to propose, WRPS will provide the Offeror an email notification with a link to the SCMC eSourcing event including access instructions.” When will the SCMC eSourcing event be held? Also when will bidders be notified?
Answer: The commencement of the formal SCMC eSourcing event will be held at 2:00 PM on September 11, 2014. As stated in Solicitation Section 2.0, “Within two hours of the completion of the event, the Offeror shall submit their electronic proposal in-full via email”. Offerors are required to notify the Procurement Specialist of their intent to propose no later than September 8, 2014. Offerors will be provided instructions regarding the SCMC eSourcing event via email on September 9, 2014. Mock events will be held for Offerors (if requested) on September 10, 2014.
Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

Ii. ACKNOWLEDGMENT OF amendment

Offerors must acknowledge receipt of this amendment in writing, by the date and time specified for proposal submissions or the revised Due Date above (if revised), whichever is later. Failure of your acknowledgment to be received at the designated location by the specified date and time may result in rejection of your offer. If, by virtue of this amendment you wish to change your offer, such change must make reference to the solicitation and this amendment.
