Action agreed 6/9 from AIS-AIMSG/6 tasked the Secretary to “investigate the amendment of the Annex15 change proposal to incorporate geographic responsibility description similar to a description used in Annex 3”. Although it was recognised that the geographic responsibility as outlined in current paragraphs 3.1.1.2 and 3.1.7 has the potential to produce undesirable overlapping jurisdictions, the use of the wording limiting extra-territorial state responsibility to areas over international waters also has the effect of remaining silent for those territorial areas where sovereignty is undetermined.

Paragraph 2.2.1

It was suggested that the use of the phrase “… shall ensure that aeronautical data and aeronautical information .... is made available in a form suitable for the operational requirements of the ATM community” requires further review with reference to how it is intended to be implemented. One State’s comments in this regard included:

  • This can be interpreted as it being the responsibility of the AIS to actually re-format AIS data and information to meet ATM end-user requirements, which may include a number of legacy systems and varying (often legacy) information reporting and storage formats.
  • Is it the intention of this requirement to make the AIS responsible to continually change the format of the supplied data to more suitable forms, even if an ATM system recipient were to modify their system and require changes to the format of the supplied information?
  • It would be more reasonable if the AIS were responsible to make the information and data available in a single standard format ….. It would then be the responsibility of the ATM system recipient to reformat the information or data as required to meet their particular and changing requirements. Otherwise, the customisation of a standard information format should be regarded as a value-added activity.

Paragraph 2.3.1 reads:

2.3.1 Each State shall designate the office to which all elements of the Integrated Aeronautical Information Package originated by other States shall be addressed. Such an office shall be qualified to deal with requests for aeronautical data and aeronautical information originated by other States.

The comment provided:

Comment: The amended paragraph 2.3.1 should be reworded in order to ensure the possibility to indicate different offices, other than the NOTAM Office, for dealing with the requests for aeronautical data.

Rationale: Aeronautical data and aeronautical information are different products. While we agree that the NOF will deal with aeronautical information, we do not agree that the NOF will also deal with aeronautical data. These could be handled by other dedicated AIS offices. We are in favour of leaving open the possibility to designate different offices for dealing with the two different products.

Appendix 1

The ANC also supported a comment received that was made in reference to the ENR and AD sections of the AIP and suggested the need to include instructions on the publication of large datasets. The suggestion was that an appropriate recommendation to chapter 10 be included.

It was understood that this was work that would be considered “ongoing” and that furthermore, chapter 10 would be amalgamated with other material with amendment 38.
