City Plan code template

This code template supports the preparation of a development application against either the acceptable outcome(s) or performance outcome(s) contained in the code. Development assessment rules are outlined in Section 5.3.3 of the City Plan.

Note: The whole of the planning scheme is identified as the assessment benchmark for impact assessable development. This specifically includes assessment of impact assessable development against this strategic framework. The strategic framework may contain intentions and requirements that are additional to and not necessarily repeated in zone, overlay or other codes. In particular, the performance outcomes in zone codes address only a limited number of aspects, predominantly related to built form. Development that is impact assessable must also be assessed against the overall outcomes of the code as well as the strategic framework.

9.4.11Social and health impact assessment code

9.4.11.1Application

This code applies to assessing material change of use or reconfiguring a lot where indicated within Part 5 Tables of assessment, unless the development is for a use listed below and does not meet the qualification mentioned:

Material change of use
Club (if involvingthe consumption of alcohol)
Food and drink outlet (where operating 24 hours)
Hostel (where greater than 15 beds)
Indoor sport and recreation (where for an adult club, amusement parlour or where GFA >150m²)
Multiple dwelling (where greater than 100 dwellings or 250 bedrooms)
Retirement facility (where greater than 100 independent living units or serviced units)
Shop (where exceeding 2,000m² GFA)
Short-term accommodation (where greater than 100 beds)
Utility installation (where for a Transit centre)
Reconfiguring a lot
Reconfiguring a lot (where creating more than 250 residential allotments or more than 30 industrial allotments)

This code is also likely to be relevant to other impact assessable development where there is likelihood of significant negative social or health impacts. This would include development which would result in the loss or adverse impact on an existing Relocatable home park, Tourist park, Hostel, Community use or Community care centre.

When using this code, reference should be made to Section 5.3.2 and, where applicable, Section 5.3.3, in Part 5.

9.4.11.2Purpose

(1)The purpose of the Social and health impact assessment code is to ensure the social and health impacts caused by development are identified, positive impacts are enhanced and negative impacts are avoided or mitigated.

(2)The purpose of the code will be achieved through the following overall outcomes:

(a)The nature and significance of social and health impacts from new development are identified and assessed.

(b)Development enhances positive social and health impacts and is responsive to community needs and aspirations.

(c)Development avoids or mitigates any significant negative social and health impacts.

9.4.11.3Specific benchmarks for assessment
