Respected sir,

We are very much impressed on your keen interest in development of BSNL Nashik; your personal visits to important exchanges, thorough inspection of equipments, special focus on Customer service centres , Interaction with NMC/PWD/GVT and other important authorities and efforts towards the improvement of mobile services by upgradrading media connectivity of BTSs, redeployment of commercially closed BTSs due to owner and other issues by shifting to important locations , monitoring of provision and services of BB/FTTH/LC etc, revenue enhancement and curtailment in expenditure noticed by this association in last more than one and half year period. We all are aware that most of the BTSs are going to swap by ZTE technology in the urban cluster and in addition to this some new BTSs have been proposed for installation at new sites in the SSA, which will improve our mobile signal penetration considering heavy traffic in ‘Kumbhmela’ as mega event in the year 2015-16 ; we are not only sure but confident enough that Nashik SSA will achieve all the targets within stipulated period under your positive and motivating leadership provided justified man, material & fund i.e. minimum resources and moral support must be part of it.

Sir, with this we would like invite your attention towards some of the pending as well as current development and HR issues, timely intervention and resolutions of these are equally important for motivation to work force and build confidence to deliver the best. Ofcourse, we are also equally responsible for all aspects as SNEA(I) Nashik represent the largest strength of executive community with membership of about 200 members out of total 275-280 (including Civil, Electrical, Mobile, WTR,WTP and T&D Wings) executives working in the Nashik SSA.

The brief Agenda points to be discussed in the informal meeting with this Association are attached here with. It is requested to convey suitable date and time to discuss the issues.Following Executive body members will attend the meeting.

A)Development Issues:-

  1. Finalization of minutes of outcome of Urban and Rural un-even workload distribution committee. (Continued……)

No proper deliberation over the issue takes place hence a conclusion of the committee.

It needs practical approach and review of working staff is to be done immediately on the basis of workload.

  1. Proper utilization of CRM to generate SSA level reports at SSA head quarters. Field staff needs not to be engaged for various reports. (Continued…..)

Reports like Performance of LL, BB, NTC, Bty. & Power plant & assets details etc. Also FPMS reports like CSC ranking, availability in CSC can be made available from A.O.Reciept.

  1. Delay in sanction of Temp. Advances to executives without continued follow up and formulation of procedure to streamline the process.(Continued……)

Even after introduction of ERP, It is observed that there is delay in sanctioning the temporary advances to executives and compelling to expend from own pocket on account of urgency to maintain BSNL services.

No spare hardware / Cards available for maintenance for BTS, BSC and MSC at SSA Level and delay in repairing of Hardware Cards from vendors and imposing penalties for delay.

  1. Formulate the plan for fixed line services, Mobile services, and FTTH services to grab business of huge number of multistorey buildings in Nashik. (Continued…….)
  2. Top level co-ordination for recovery of reinstatement charges from NMC, National highway Authorities against severely damages of our cable network and shifting of cable routes and Telecom assets due to expansion and development work by these organizations. (Continued…….)
  3. Replacement of life expired faulty Battery sets for DLCs/RSUs and BTSs . (Continued……)
  4. For attending routine faults like VSWR/Antenna Orientation / Tilting, RF parameter optimization, continuous attention is required. Rigger Tender is required at the earliest. (Continued……)
  5. Improper maintenance of DG sets and AC Units at BTS Sites resulting in Poor QOS & Degradation of Hardware resulting frequent replacement of TREs / Combiners. (Continued……)
  6. Mobile Tower: - Mobile tower maintenance shall be with Civil /transmission wing. As M/s ITI/ Alcatel has completely withdrawn the support for maintenance of towers. (Continued…….)
  7. Procurement of Battery: - The performances of battery backup for most of the BSNL/NBSNL sites are very poor & most of them have no battery backup. (Continued…….)
  8. Provision of reliable media of BTS site:-Some of the BTS site are working on fault prone copper pairs(HDSL Modems), microwave media which increases down time of that BTSs.(Continued…….)
  9. Action plan to avoid theft of telecom assets such as cable, Batteries, RF Cables etc.(examples; Makhmalabad,Ekalahare etc.) & proper coordination with Police Authorities. (Continued…….)

  4. Review of FRAC rented accommodations.
  5. Repairing of cable fault locators & E1 tester on top priority of Malegaon & Dindori Divisions.
  6. Provision of three Laptops for BTS Mtce & BSC-Presently only one Laptop available with NGN-MSC & same being utilized in all sections.
  7. Provision of vehicle for MW Mtce team & Sinnar SDCA.

  9. Civil & Electrical wing issues:-Delay in receipt of payments of vendors for sanction issued under project head due to ERP issue-Certain time frame shall be fixed in SAP as it takes long time for receipt of payments to vendors.

B)HR ISSUES:-

  1. To restore the order of Promotion & posting of JTO to TES Grp B dated 03.08.2012 cancelled by AGM (HR& Admn) Nasik. (Continued…….)
  2. To provide one time relaxation to exercise option for pre-ponement of date of promotion some cases of JTO. (Continued…….)
  3. Posting of TTA at SDCA -TTA has to be posted at all exchanges above 1K Capacity for proper maintenance of services and provision and maintenance of Broad band services too.
  4. Posting of JTO at Canada Corner & additional JTO at CIDCO External on priority basis.
  5. Posting of TTAs at Indiranagar,CDMA MSC CIDCO for switch & BTS mtce.
  6. Consideration of request transfers within urban & rural area.
  7. Proper workload distribution of CAOs.
  8. Posting of regular JAO & AO at Electrical wing.
  9. Consideration of request transfers from rural to urban area case of Com. R.D.GhateSDE Kalvan & Com M.R.Modi JTO Kalvan.
