Subject: Priorities applications and SMO’s for leasing companies

It has been brought to our attention that we are receiving priority title applications from County offices with liens.

Please be advised that you should not stamp or send in title applications marked as priorities displaying lienholder information. As of January 1, 2003, we are no longer issuing titles with liens and these can no longer be treated as priorities.

If a leasing company requests a special mail out, please use the special mail out option on the vips system to ensure the title is mailed to the leasing company. This should be completed regardless of declaration of a lien because the leasing company is deemed to be the owner of the vehicle.
