1.NON-EMERGENCY PATIENT TRANSPORT VEHICLE – FOR SITTING AND STRETCHER PATIENTS

Notes:(a)Non-emergency indicates that patients will NOT require medical care en-route.

(b)Patient indicates that, unlike passengers, they are ill to a degree requiring a standard of comfort and safety not less than that associated with the concept of “semi-luxury” in terms of access, seating comfort and environmental control within the vehicle.

(c)Sitting Patient indicates that the patient is able to sit during transport but may include patients with limited mobility while walking and will thereby require ease of access to the vehicle.

(d)Stretcher Patient indicates that the patient be loaded and transported, while on a stretcher.

(e)Transport indicates conveyance over short distances or over long distances (600 kms) at a potential speed not less than 100 kph in use on tarred roads.

2.THE VEHICLE

The preferred vehicle should be factory or approved body builder constructed low floor or at a minimum a low floor entrance bus.

Vehicle to be procured from RT57/2010CV by the relevant End-User Department.

Note:(i)A low floor bus or low floor entrance bus by definition requires a step-less passenger entrance effectively providing entrance at floor height (approximately 250mm). To achieve this a front or mid-entrance is acceptable.

In this configuration it is accepted that midway the floor stepped up to clear the rear axle.

(ii)Where not available alternate options must be fully documented.

THE PATIENT COMPARTMENT

(a)(i)Seating for not less than 24 patients and not more than 30 patients in individual seats. Such seats will be fixed in position with fixed backrests, covered with treated (scotchguard or equivalent) fabric and fitted with SANAS approved safety belts.

(ii)Provision for the secure conveyance of 6 to 8 stretchers (stretchers and brackets to be supplied by the end-user department).

(iii)Provision for 4 seated Health Department patient attendants.

(b)Interior Finish – The interior of the vehicle shall be fully trimmed to factory standard including the ceiling with safety padding, as required.

(c)Interior Height – An interior height in the patient compartment at least 20 cm higher than the roof / side panel, is recommended.

(d)Seat Spacing – The width of the access passage will be in compliance with SABS specifications.

(e)Access – Preferred access to the vehicle for the passenger compartment will be via a single or dual electro-hydraulic driver controlled inward opening door at the front or middle of the vehicle on the nearside. The convertor must provide supporting grab rails adjacent to the bus steps on both sides. There will be a “step-less” entrance across the full width of the door which shall not be less than 850 mm in width and not exceeding 250 mm from the ground. Alternate options must be fully documented. The vehicle will additionally be fitted with a wheelchair hoist and stretcher access or similar powered access ramp.

(f)Windows – There will be windows throughout the passenger compartment which shall be tinted. The rear window will be an emergency exit.

(g)Air-conditioning – The vehicle, as a whole, driver and passenger compartment will be fully air-conditioned for cold and hot which will be controlled from the driver’s compartment with patient control as an option only.

(h)Provision will be made for a 2 cubic meter luggage compartment.

3.THE VEHICLE – DRIVER’S COMPARTMENT

(a)Seating – Other than the seat for the driver, ONE seat will be provided for a patient, which will comply to all the requirements for a seat in the patient compartment.

(b)Instrumentation – The instrumentation, as provided by the manufacturers, forms part of this specification. Additional instrumentation and radio equipment will be supplied and fitted by the respective Provinces after delivery. If a radio is supplied as standard equipment it will be retained but is NOT required as an option.

4.THE VEHICLE - EXTERIOR

(a)Finish – The vehicle must be finished in white.

(b)Anti-corrosion – The body, chassis, inner surfaces and seams must be treated with an anti-corrosive material over and above the factory supplied finish.

(c)Sign-Writing – Specific sign-writing will be determined by each Provincial Administration but generally will be similar to the West Cape Emergency Medical Services specification as follows (details will be supplied to the successful bidder):-

(ci)Fleet number to be applied in black to the front, rear, sides and the roof of the vehicle.

(cii)All sign-writing must be in 3M Vehicle Diamond Grade.

(cvi)A standard “no smoking” pictogram to be placed inside the patient compartment.

5.EXTERIOR LIGHTS

(a)Rear Red / Amber Lights – In addition to the approved vehicle rear lights an additional paired set of rear vehicle lights will be provided to work in synchrony with the vehicle lights and mounted as high on the roof line as possible.

(b)Green Marker Lights – Three green marker lights will be provided on the roof line to the front of the vehicle in accordance with the road traffic ordinance.

6.ADDITIONAL EQUIPMENT

(a)Fire Extinguisher – A dry powder fire extinguisher shall be supplied and fixed within the driver’s compartment.

(b)Equipment Box – A box to be located under the back seat in the passenger compartment shall be provided to carry first aid equipment.

(c)Optional Pricing:The back of the vehicle will be fitted with additional chevron consisting of yellow and orange reflective vinyl that will be fitted to the entire rear of the vehicle (excluding windows) as per Western Cape METRO EMS Specification.
